6. ~at the Odegaards do not have a pr'ivate kennel license at <br />present, and that the Odegaards, by their own admission, maintain an <br />average of 30 Siberian Husky dogs on their premises in an enclosed, <br />fenced in facility. ~ <br /> <br /> 7. That the majority of the surrounding neighbors object to <br />the presence of the dogs in their neighborhood ~ecause of the noise <br />they. create and to a lesser extent, because of the odor created by <br />the dogs. <br /> <br /> 8.· That the Odegaards dispose of the waste from the dogs by <br />burying of the same along with a chemical. <br /> <br /> 9. That loud sounds created by the applicant's dogs are <br />audible at least 500 feet in all directions from the area on the <br />applicant's property where they are maintained. <br /> <br /> 10. That the dogs bark, screech and create other disturbing, noise <br />at all hours of the day, and Particularly in the early hours of the day. <br /> <br /> 11. That the sounds created by the dogs have a disturbing <br />effect on various neighbors in the residential area, especially <br />awakening them from sleep and/or not permitting them to sleep. ~ <br /> ' 12. That ~{r.-.George ~,~ortey, 17740 Fluorine Street N'W., a <br />neighbor, appeared at the City Council meeting on April 25, 1977, and~. ~ <br />stated he had specific times and dates of the dogs barking and howling <br />such as to keep him from sleeping, during the early hours of the.~day. <br /> <br /> 13. Neighbors who appeared in person on April 25~ in opposition <br />to the application were George ~.fortey, John Tillery, Mrs. Benson, <br />and Mr. Griener (by letter). ' <br /> <br /> 14. The Odegaards stat~d~.~t the Council meeting on April 25, <br />1977, that rather than remov~,'tRey would voluntarily move from the <br />community. <br /> <br /> tS Mr. Odegaard Stated he felt the dogs CoUld be moved from <br />the premises by July 1, 1977, perhaps earlier if he coUld arrange to <br />have his home sold and an6ther residence established prior to that· dat <br /> <br /> 16~ That the Odegaards have resided in the City of Ramsey fOr <br />2 1/2 years with the approximate number of 30 dogs. <br /> <br /> 17. That the Odegaards have never obtained a commercial dog <br />kennel license from the City 6f Ramsey. <br /> <br /> 18. That the Odegaards have been aware of the City's Ordinance <br />No. 76-4 which requires a private kennel license since September, 1976. <br /> <br /> Now, Therefore, based on the above findings of fact, the City <br />Council hereby (1) denies the applicant a conditional use permit to <br /> <br /> <br />
