He thinks it would be <br />appropriate to process a variance at the next meeting. <br /> <br />Chairperson Nixt stated it was a similar situation on driveway length. He asked if they have a 25 <br />foot driveway length requirement. <br /> <br />Assistant Community Development Director Trudgeon stated there is not one in the Town Center <br />Zoning District, but it is 25 feet in R-l, R-2 and R-3. He indicated at the December meeting <br />Staff was directed to include findings if the 25-foot length was not going to be required. He <br />noted they tried to incorporate those findings into the resolution the City Council will adopt. <br /> <br />Chairperson Nixt stated he would suggest for those situations that vary from the normal <br />guidelines they use a variance, or have separate standards for the Town Center. <br /> <br />Assistant Community Development Director Trudgeon indicated he believes they should set the <br />standard and put it in the Town Center requirements. He asked since it is not there now, how the <br />Commission would like to deal with this one. <br /> <br />Chairperson Nixt recommended they incorporate it into the setback variance. <br /> <br />Assistant Community Development Director Trudgeon stated the only difference is the setback <br />requirements are in the Town Center Zoning Code, however driveway lengths are not. <br /> <br />Chairperson Nixt stated he would rather have some safe harbor wording than not address it at all. <br /> <br />Chairperson Nixt indicated he had a question on the drainage ponds, which are supposed to be <br />aesthetically pleasing. <br /> <br />Tom Lincoln, URS explained a rain garden is basically an infiltration basin, which will not <br />contain water in typical circumstances. He stated water will infiltrate into the sandy soil, and the <br />entire basin is planted with material that will tolerate periods of water inundation. He indicated <br />in heavy rains the plants will tolerate the water, and it will typically drain off within 24 hours. <br /> <br />Assistant Community Development Director Trudgeon added it is intended to improve the water <br />quality also. <br /> <br />Mr. Lincoln agreed, and indicated water run-off from a rainfall is worse in the first 24 hours. He <br />stated the rain garden helps to trap contaminates. <br /> <br />Chairperson Nixt asked if these were required to meet the drainage requirements. <br /> <br />Assistant Community Development Director Trudgeon stated they are not necessary.
