Therefore, the Council of Ramsey, Minnesota does ordain as follows: Subd. 2. Findings of Fact a. The flood hazard areas of Ramsey, Minnesota, are subject to periodic inundation which results in p tential 1 r f life, 1 s„ f pr p rty, h alth and safety hazards, disruption of commerce and govermnental services, extraordinary public xp nditur s r fl d pr tecti n and r li f, and impainnent f th tax bas , all f which adversely affect th public health, saf ty, and general welfare. b. The attached material shall include the Fl d Insurance Study f r the City prepared by the Federal Insurance Administrati n dated May, 1979, and the Fl d B undary and Fl dway Map and Fl d Insurance Rate Map dated N vember 1, 1979 therein and the revised FB FW Panel 20 f 20 and the Revised Fl dway Data Table prepared by the Mimes ta DNR, b th dated March 31, 1987. The Official Z ning Map shall be on file in the Office of the Administrator and the Zoning Administrator. Subd. 3. Regulatory Flood Protection Elevations. The Regulatory Flood Pr tecti n Elevati n shall be an elevati n n 1 wer than ne f t ab ve the elevati n f the regi nal fl d plus any increases in flood elevation caused by encroachments on the flood plain that result from designation of a floodway.
