The legislature of the State of Minnesota has, <br />in Minns ta Statut s Chapters 103F, 101 and 162 dcicgat d the r sp nsibility t 1 cal g vernmont units <br />to adopt regulations designed to minimize flood losses. Therefore, the Council of Ramsey, Minnesota does <br />ordain as follows: <br />Subd. 2. Findings of Fact <br />a. The flood hazard areas of Ramsey, Minnesota, are subject to periodic inundation <br />which results in p tential 1 r f life, 1 s„ f pr p rty, h alth and safety hazards, <br />disruption of commerce and govermnental services, extraordinary public <br />xp nditur s r fl d pr tecti n and r li f, and impainnent f th tax bas , all f <br />which adversely affect th public health, saf ty, and general welfare. <br />b. M th ds Used t Analyze F1 d Hazards. This Secti n is based up n a r a nabl <br />meth d f analyzing fl d hazards which is c nsist nt with th standards established <br />by th Minns ta D partment f Natural Res urc s. <br />Subd. 3. Statement of Purpose. It is the purp s f this S cti n t pr m to th <br />public health, saf ty, and g neral welfare and t minimiz th se 1 ;res d scrib d in §9.22.01 Subd. 2a by <br />provisions contained heroin. <br />9.22.02 Central Provisions- <br />Subdivision <br />rovisions <br />Subdivision 1. Establishment of Official Zoning Map. The Official Z ming Map <br />t gether with all materials attached theret is hereby ad pted by reference and declared t be a part f this <br />City C de. The attached material shall include the Fl d Insurance Study f r the City prepared by the <br />Federal Insurance Administrati n dated May, 1979, and the Fl d B undary and Fl dway Map and Fl d <br />Insurance Rate Map dated N vember 1, 1979 therein and the revised FB FW Panel 20 f 20 and the Revised <br />Fl dway Data Table prepared by the Mimes ta DNR, b th dated March 31, 1987. The Official Z ning <br />Map shall be on file in the Office of the Administrator and the Zoning Administrator. <br />Subd. 3. Regulatory Flood Protection Elevations.
