The plumbing inspector shall examine, or cause to be examined, and inspect every sewage disposal system reported as impro- perly constructed or maintained in accord with the inspection proced- ures as prescribed in Chapterl5~015, and if such system is found to be a health hazard as defined in this section, the zoning officer shall give to the owner of such system written notice stating the defects thereof. This notice may require the owner or person in charge of the systems to within seven (7) days commence either the required repairs and improvements or corrective actions to bring the system into compliance with this chapter. Ail such work shall be completed within ninety (90) days from the date of the notice, unless otherwise stipulated by the plumbing inspector. If necessary, such notice may also prohibit forthwith any further discharge into the system unti] all defects have been abated and approved by the plumbing inspector. 2. Proper service of such notice shall be by personal service upon the owner of record, if he shall be found within the Ramsey municipal limits. If be is not found within the Ramsey munic- ipal limits, such service may be made upon said owner by registered mail or certified mail, provided that if such notice is by registered mail or certified mail, the designated period within which said owner or person in charge is. required to comply with the order of the plumb- ing inspector shall be~in as of the date he receives such notice. 3. At the time of service of notice as above described, the plumbing inspector shall also by mail forward a copy of said notice to tile CJt" Council. 1S0.018C CRITERIA FOR HEALTH HA2ARD Criteria for determination that a system is a health hazard shall include, but not be limited to, the following: a. The appearance of on-site disposal system effluent into surface waters at any time, or on the ground surface continuously or intermittently over a period of fifteen (15) consecutive days; b. The exposure for more than seventy-two (72) hours of an on-site system or part thereof that is in use; c. A system in which the level of effluent is sufficient- ly close to the ground surface to result in offensive odors. 150.018D RIGHT TO REPAIR I i In case the owner shall fail, neglect, or refuse to comply with the notice to repair or rehabilitate or abate as descrioed in Section above, the city council may order the owner of the building prosecuted as a violator of the provisions of this ordinance and may order the plumbing inspector to proceed w~th the ~-~rk specified in such notice. A statement of the cost of .~uch w~rk shall be transmitted to the city
