I i council, who shall cause the same to be pa~d and levied as a special assessment against the property. 150.018E COSTS Costs incurred under Section 150.018D shall be paid out of the city's general fund. Such costs shall be charged to the owner of the premises involved as special assessment on the land on which the building or structure is located and shall be collected in the manner provided for special assessments. 150.019 ADMINISTRATION 150.019A ENFORCEMENT Any person who commits any of the following acts or violates any of the pro- visions of this ordinance which prescribe that certain action is unlawful shall be guilty of a misdemeanor, and upon conviction thereof shall be fined in an amount not to exceed $100 for each violation. Each day that unlawful activity continues shall constitute a separate violation: A. Disposes of sewage or installs or renovates an individual sewage treatment system without first having received a permit as provided herein. B$ Installs or renovates an individual sewage treatment system or discharges sewage in a manner which involves the knowing and material variation from the terms and specifications contained in the application or permit. C. Violates the terms of an order issued pursuant to the provisions contained herein. Conducts the business of or engages in activities described in Section 150.015F herei~ without first having obtained the required license. Willfully fails to conduct the testing or cleaning obligations established pursuant hereto or unlawfully refuses a right of entry to the administrator when requisite notice has been provided. The plumbing inspector may by written order suspend or revoke any disposal or system permit when he has information indicating that the per~it has been issued in error or on the basis of incorrect or inadequate information or that work is not being performed in compliance with this ordinance or the provisions of any permit issued pursuant hereto. Cease and Desist Order. The administrator may issue an order to the owner or occupant of any premises utilizing an individual sewage treatment system to cease and desist the use of any system which is operating in a manner creating sub- stantial hazard to the public, health, safety, or welfare or which has not been repaired in accordance with the provisions of any order issued pursuant to Section 7.3 herein. A noticed public hearing shall be held within 14 days follow- ing the issuance of such an order to determine whether the order should be con- tinued in force and effect.
