I <br /> I <br /> I <br /> i <br /> I <br />I <br />'1 <br /> <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> <br /> I <br /> <br />QUAD CITIES CAB.,E COMMUNICATIONS COMMISSION <br /> September 15, 1983 <br /> <br />The regular meeting of the Quad Cities Cable Communications Commission was <br />called to order at 5:00 p.m. by Chair Dan Hartman at Anoka City Hall. <br />Members present: Patricia Lindquist, Jerry Duglar, Sue Van Wagner, <br />Donald Jacobson and Dean Rick. Members absent: Donald Melrose, John Beissel <br />and Alternate Ben Deemer. Staff present: Attorney Thomas Creighton. <br />Representing Group W: Terrence O'Connell, Dick Beens, Roger Franke, <br />Terry Meyering, Group W District Manager, Terry Shuster, Area Manager, <br />Dave Testa and Janet Fleming. Guests present: Gerald Cotten. <br /> <br />It was moved by Jerry Dulgar, seconded by Donald Jacobson and unanimously <br />approved to approve the meeting minutes of August 18, 1983. <br /> <br />Chair Hartman explained information he had received concerning regulations <br />governing cable t.v. He explained that more information would be available <br />on this at the conference in Baltimore. <br /> <br />Jerry Dulgar distributed an invoice for liability insurance for the cable <br />commission. He also handed out copies of the Quad Cities cash analysis as of <br />September 15, 1983. Donald Jacobson questioned the legal fees as to what <br />time period they covered. Jerry Dulgar explained that these fees covered <br />costs from the beginning of the franchise to the present. It was moved by <br />Donald Jacobson, seconded by Sue Van Wagner to approve the following bills: <br />American Insurance Management Agency - $1,525.00; City of Anoka for xerox copies - <br />$318.10. All voted in favor, Motion carried. <br /> <br />Terry O'Connell presented Group W's progress report as of September 15. He - <br />explained that the difference in this report and last weeks was the mileage <br />of cable completed and balanced. He said that all the hub stations were now <br />compelte. Also, Group W taped the Anoka High School football game to be shown <br />later. Chair Hartman questioned the number of subscribers in'the other <br />communities. Mr. O'Connell stated that Group W is ready to set up testing <br />homes in the other communities. Jerry Dulgar questioned Group W's marketing <br />techniques. Mr. O'Connell explained that there will be a full page ad in the <br />AnokaUnion on FridaY. Also, there was advertising in the City Directory <br />which was distributed to most residents in the area and there is an ad in a <br />flyer concerning Old Fashion Days. <br /> <br />Thomas Creighton handed out a memo concerning the status of the construction <br />and issuance of the fines. Mr. Creighton explained that there were two major <br />issues: 1) the extension of time as it relates to the distribution system <br />and 2) review of the status of the system as it relates to everything else. <br />Mr. Creighton said that he felt the system was not complete. ~e said <br />that he visited Group W on September 14 to look over the completion of the <br />headend facility. The areas that are not revenue producing to Group W, were <br />not near completion. The distribution system in Ramsey, Andover and Champlin <br />is not complete. The access and educational stations are not available for <br />public use. He said that Group W is in violation of the franchise and should <br />be fined accordingly. Mr. Creigaton recommended fining Group W $2,000 per day <br />commencing either on June 12 or September 13, 1983. He explained that it was <br />important f¢,r the Commission not to slight any one of the cities. He felt it <br />would be a disservic~ to Ramsey if the cities didn't stick together. It <br />was also poJnted out that Group ~ has not hired at least three access staff <br />-,ersonne] t!at were ~adgeted. <br /> <br /> <br />
