He also explained that the subcommittee did not seem concerned with
this delay. Concerning the hiring of staff, Mr. O'Connell said that Group W
has covered everything that has been asked for. In the programming area
five of the nine positions have been filled. Mr. O'Connell understood that
ail of these positions were to be filled by year three of the franchise.

Chair Hartman felt that Mr. Creighton should meet with Mr. Beens to fully
address these issues.

It was moved by Jerry Duglar, seconded by Dean Rick to begin the 15 day clock
for the access and construction fine which is the notice as provided for
in the franchise. Ail voted in favor. Motion carried.

The next meeting will be September 23 at 4:30 p.m. and Group W is to send a
written report to the Commission by September 22 concerning their statement
in regards to the status of the construction.

Dick Beens explained that the distribution system in Ramsey was not complete.
He felt however that most people would agree that Group W made a reasonable
effort to complete the system by September 13. Mr. Beens had no recollection
of the access studios being mentioned as far as completion by September 13.
He explained that the 93 day extension was for the entire system and that
there was not a slush time of 20 days built into that extension.

It was moved by Dean Rick, seconded by Sue Van Wagner to adjourn.
Meeting adjourned at 6:02 p.m.

Respectfully ~ub~ttted,

Barb Pettibone
Admt~istrative Assistant
Quad Cities Cable Communications
Commission
