I I I I I I I I I I I I I I I I I I TO: Park and Recreation Commission FROM: City Staff RE: Park Board Business Enclosure (D2-a) (D2-b) Exceprt from City Ordinance regarding park dedication fees Resolution #83-83 regarding development of the Raudio donated land (Rum River Site) CASE #1: RUM RIVER HILLS, PLANNED UNIT DEVELOPMENT; CASE OF WILBUR CASE #2: Mr. Wilbur Dorn, r~presenting Rum River Hills Planned Unit Development, wishes to address the Park Commission in regards to their proposal which includes a golf course, single family residential and a section of commercial property. Their in- tentions and request include the dedication of the golf course as a public course in lieu of park fee as well as the use of the White Pines Estates Park. There are several ways in which this can be accomplished and Mr. Dorn will explain them to you. It should be noted that dedicating the golf course as a public course would insure its always being open to the public. How- ever, it would still remain on the tax roles. Your actions will be to make recommendations to the City Council on the developers request. RECONSIDERATION OF THE PARK DEDICATION FEE: It has been brought to our attention that the park dedication fee of 10% of the fair market value is not really just when it is applied to large lot developments. The developer does not have the full development potential of his property when he is allowed only four 2.5 acre lots on a forty acre parcel and the remaining property must remain as an outlot. Two members of the Planning and Zoning Commission will be in attendance at the meeting to discuss this issue with you.
