!
I
i
I
I

Mr. Schnelle stated that if Lord of Life's request is approved, the City of
Ramsey should be named in Lord of Life's insurance policy.

Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg
to direct City Staff to prepare an agreement between Lord of Life and the
City of Ramsey, naming Ramsey in their liability insurance and provide a
copy at Ramsey City Hall and that the agreement be effective until June,
1984 and to authorize the Mayor and the City Administrator to sign said
agreement.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Van Wagner and Schlueter. Voting No: None.

Case #11: City Of RamseS Newsletter, "R~msey Resident", Re~ardin.~ Ad Hoc
Committee Recommendations To Establish A Policy.:

I
I

Councilmember Reimann stated that the proposed resolution regarding the
Ramsey Resident looks like it is going to cost the City time and money
and if the citizens want the newsletter, let them take it over as a
private enterprise.

Motion by Councilmember Reimann to cease Ramsey Resident.

Further Discussion: Councilmember Reimann stated that too many people
don't seem to enjoy the newsletter, that he enjoyed it, but the whole matter
got out of hand. The newsletter was not meant to put a tax on City Staff

C~uncilmember Sorteberg seconded the motion.

Further Discussion: Mayor Gamec stated that he really hated to see the
newsletter cease, that it was a good form of communication. Even if it
would cost $2400, if our communication problem would be solved it would be
worth it. Councilmember Reimann feels that the newsletter should be taken
out of Council's hands, that it should be a project for private citizens.
Councilmember Sorteberg stated that all the City received was a lot of heat
and he agreed that the public should take it over if they want it.

Douglas Fountain - 15255 Barium - I appreciate the Ramsey Resident and I
have not heard any derrogatory remarks about the newsletter.

Mayor Gamec stated that it is a shame it came to a.point of being a personal
issue between two people.

Roger Buchanan - Kangaroo Street - Does not want to see the newsletter cease,
that it is the first communication public has had with Council.

Mayor Gamec stated that if ~t wasn!t for Councilmember Van Wagner there would
not have been a newsletter and that he did not see anyone come to her rescue.
when she was criticized and only saw people work against her. The decisions
Council makes are hard ones and people are picking us apart for something
that is good (newsletter) and when it becomes a matter of personality clashes,
it is bad news. I hate to see the newsletter cease and would like to see a
group of citizens put it together. People do not realize the time Council-
.member Van Wagner put into that newsletter and I was surprised people did
not thank her for a job well done. I received the first compliment in my
life as a Mayor from Douglas Fountain, citizens are good people but are

C/April 26, 1983
