The work required by this subsectian may be delayed in the event of adverse <br />weather conditions, provided that the delay h~ been approved by the <br />Department. <br /> <br />No use of the site shall be allowed which may be detrimental to the maintenance <br />of final cover, turf, ground and surface waters, monitoring wells, and/or gas <br />probes or control wsten~. <br /> <br /> Subsectian 7. The County Board may vary or moclify the strict application of the <br />provisiom of Subsectians 5 and 6 by reducing or waiving certain requirements when <br />unnecessary or imposing odditianal requirements to take place within said closure c~d post- <br />closure periods to prevent risk of harm to persons, property, or the enviranment. The <br />County Board shall ca,sider the special circumstances or conditior~ affecting the site or <br />facilityt the leochate or ground water monitoring results, methane cjas monitoring results, <br />characteristics of the waste, the nature of tec~ology utilized at the site or facility, ar~ the <br />risk of han~ to persons, prc~>erty and the environment. <br /> <br /> Subsectian 8. The owner shall grant and go~rantee access to the County, or its <br />authorized agent or any other persan responsible for closure and post-closure requirements, <br />and shall allow such access to the closed site at any reasonable time for purposes of <br />evaluating the conditiom of the closed landfill, manitoring, maintenance, or restoration. <br /> <br /> Subsectian I. This section applies only to existing ~ new incinerators having a <br />capacity greater than 1,000 ixx~xls per hour and those for the incineration of toxic and <br />hazordou~ wastes. All incinerators sh~ll be designed ~ operated in a manner to co~form to <br />emission limitations of state ~ local air pollutian regulations. <br /> <br /> Subsection 2. It is unlawful for any person to construct, establish, maintain or operate <br />an incinerator without first acquiring a licer~e from the County Board. It shall not be <br />necessary to have rnore than one liceruse per incinerator for purposes of this ordinance. <br /> <br /> Subsection 3. The incinerator operation for each proposed installation shall be <br />considered for approval on its own merits, shall be in co~-,~liance with the following ~iteria, <br />and in accordance with acncepted engineering practices. <br /> <br />The incinerator plant shall be so situated, equipped, operated ~ maintained as <br />to minimize interference with other activities-in the area. All incoming arid <br />outgoing traffic shall be controlled by the licensee in such a manner as to <br />provide orderly ~ safe ingress and egress. <br /> <br />B. Shelter ~ sanitary facilities shall be available for plant personnel. <br /> <br />A perrnane~t sign shall be posted at the site entrance identifying the operation <br />~ showing the Minrmsota Pollution Control Agency permit number of the plant, <br />and indicating the hours ~ days when the plant is open for public use. Access <br />to the plant shall be limited to those times'whe~ authorized personnel are an <br />duty. <br /> <br />D. All incoming solid waste to be incinerated at the plant shall be confined to the <br /> unloading ore. Adequate holding bin capacity shall be provided. <br /> <br />E. Facilities shall be designed to provide for dust control in the unloading ond <br /> charging oreas. <br /> <br />The incinerator plant shall have weighing facilities available. Perrncrmnt records <br />shall be maintained indicating the total weight of material incinerated, the total <br />quantity or resulting residue and total hours of plant operation. These records <br />shall be available for inspection ufx~ request by the Detx~t~t. <br /> <br />Ge <br /> <br />Fire-fighting equipment, meeting the stexiards of Underwriters Laboratory, Inc., <br />or other approved natiormlly recognized safety stancku, cLs, shall be available in <br />the storage and charging areas ~ elsewhere os needed. <br /> <br />H.
