2/17 Conversation with Pat Trudgeon Mr. Trudgeon informed me that no easement exists, and the City.would like to have a meeting to discuss options and possible purchase of the easement. I relayed to Mr. Trudgeon that I believe there are two issues at hand. The first and primary issue is to address the damage that has been done to the property and then easement purchase possibilities. Relayed to him that the neighbor was not available until the weekend and that I would contact him on Monday as to When we are available to meet. Mr. Trudgeon offered copies of the "Title Commitment", and said he would put them in the mail. I told him we would pick them up. 2/19/04 Chris picked up "Title Commitment" papers 2/23/04 Called Pat Trudgeon and set meeting for 2/25/04 at 4:30 PM 2/25/04 Meeting was held at City Hall In attendance for this meeting were Steve and Chris Dusbabek, Fran and Lori Kaas, and Pat Trudgeon. The purpose of this meeting was to put forth the chronology of events leading up to this point and to identify options for solutions to the unfortunate situation that had developed with the trees being cut down on private property. Pat stated that the perfect solution to this problem doesn't exist, and that is replacing the trees and putting everything back together as it was. He passed out a document he had prepared entitled "MEETING WITH PROPERTY OWNERS ABUTTING TRAPPERS RIDGE SUBDIVISION" (See attached copy). This document addressed outstanding questions and options as well as steps toward resolution. An open discussion then took place, we outlined our concerns and supplied documentation to Mr. Trudgeon showing that th/s whole process was poorly handled in relation to notification and communication. Upon reviewing this documentation and hearing our concerns he agreed that the City had' done a poor job concerning this matter. We relayed to Mr. Trudgeon that we felt the whole decision making process was biased toward Mr. Bauer~ and if the Citygot what they wanted (Easement off 161st.); Mr. Bauer can have access off 160th · Also relayed to Mr. Trudgeon that based upon my conversations with Mr. Bauer over the alignment and width of the driveway, that he had not been honest with me (See above dated 12/26/03 - Walk through of stacked road). Mr. Trudgeon stated that he had told Mr. Bauer that he needed to maintain 20' Clear. This is the first time Mr. Trudgeon had stated this. During my conversation with Mr. Trudgeon on 1/20/04, I had asked him as to the width and alignment of the road and he stated that he didn't know who would have given Mr. Bauer this direction. (See 1/20/04 - Call from Pat Trudgeon Principle Planner), Lor/Kass requested a copy of the tape from the 10/02/03 meeting that took place concerning this matter as well as minutes of other open hearings pertaining to this subject. Mr. Trudgeon agreed to do this.
