CITY COUNCIL WORK SESSION <br />Topic Report: Transportation Sound <br />Mitigation Corridor <br />By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Staff, Dave Shulte from Turtle Moon Inc., and Chris Enger from Ryland Homes have <br />been diligently working on the residential development of Rivenwick 4th Addition. The <br />sketch plan and preliminary plat have gone through several revisions in order to address a <br />variety of layout designs. The City Council will be reviewing the preliminary plat of <br />Rivenwick 4th Addition on April 13, 2004. Prior to the City Council review of the <br />preliminary plat, staff would like to discuss how to address appropriate sound mitigation <br />requirements along State Highway E10. <br /> <br />MNDot submitted a letter to the City stating that it is the City's responsibility to assess <br />the noise situation and take the action deemed necessary to minimize the impact of <br />highway noise. The City engaged the services of SRF to complete a sound mitigation <br />study and in the report it states that in order to meet MPCA's noise decibel standards, a <br />15 foot high sound barrier that runs 1300 feet in length would need to be constructed. <br />However, SRF does point out in their report that Highway #10 is located within an <br />Interregional Corridor Study and that based on preliminary design concepts it is likely <br />that Highway #10 will be shifted north (away from the development) someday. The <br />sound mitigation study performed by SRF was based on existing conditions along <br />Highway # 10 and did not factor in any future realignment. <br /> <br />The developer has submitted a letter stating the actions they have taken to address the <br />noise factor of a residential development located adjacent to a state highway (attached to <br />the case). <br /> <br />Staff would like to discuss viable options that meet the City's responsibility in assessing <br />noise situations when a residential development is located adjacent to a state highway and <br />still provides the opportunity for a high quality residential development to be constructed. <br /> <br />Action Statement: <br /> <br />Provide direction to staff regarding appropriate sound mitigation requirements along <br />Highway #10 for the development of Rivenwick 4th Addition. <br /> <br />CCWS: 03/30/04 <br /> <br />o23 <br /> <br /> <br />
