Site Plan Review: Superbowl <br />March 25, 2004 <br />Page 3 of 4 <br /> <br />will be redesigned and apparently a majority of the wall area from the front of the building to the <br />side entrance will be refaced with field stone, From the door to the rear comer of the building <br />will remain metal siding. It is Staff's understanding that the same plan will be used on the new <br />west wall so that it matches the east wall. Strict application of City Code would require that the <br />entirety of the new west wall be faced with a masonry product. The use of the field stone/metal <br />panel combination for the addition portion of the building will require Planning Commission and <br />City Council approval. Final building elevations must be submitted. <br /> <br />Drainage and Grading Plan: At the present time, all stormwater runoff from the property <br />flows overland to catch basins located in Ebony and Dolomite Streets and then directly to the <br />Mississippi River. This development proposes to install a catch basin and stormsewer system to <br />collect runoff and transmit it to a stromwater detention pond located on the northwest comer of <br />the property. Overflow from this pond would discharge to the City stormwater catch basin <br />located on the southeast comer of Riverdale and Ebony Streets. <br /> <br />This proposed grading plan is acceptable to the City with the following modifications: <br /> <br />(1) The 2:1 slope along the southern border should be flattened to 3:t. <br />(2) The three foot curb cut into the sedimentation pond should be eliminated as it has the <br /> potential for erosion. A catch basin could be added, or relocated to address this issue. <br /> <br />The applicant has applied for and received a permit from the Lower Rum River Water <br />Management Organization (LRRWMO) for' this project. The sedimentation pond brings a <br />development which does not have any stormwater sedimentation control, to being 98% effective <br />in meeting National Urban Runoff Program (NURP) standards for total suspended solids <br />removal. <br /> <br />Landscape Plan: The city is in receipt of a landscaping plan, preparer unknown and dated <br />March 2, 2004, which provides the required 20 foot wide green space adjacent to all public <br />streets. The plantings include ten (10) trees and seventeen (17) shrubs as well as some perennial <br />plantings. All species included in the species palette are considered acceptable or preferred as <br />outlined in the Ramsey Tree Book~. The plan also indicates that a "no mow" lawn mix will be <br />installed in the green space along Ebony St, Pdverdale Dr, and Dolomite St. The developer is <br />proposing to install all of the landscaping without any underground irrigation. <br /> <br />This project is an expansion of an existing building and as such, it is not necessarily subject to all <br />of the landscaping requirements. However, approximately eighty (80) new parking stalls are <br />being created. Therefore, the parking lot landscaping requirements are in effect. To fulfill these <br />requirements, an additional eight (8) trees will need to be installed in, or immediately adjacent to, <br />the new stalls. Every overstory tree planting must be provided with a minimum planting area of <br />162 square feet and include underground irrigation. <br /> <br />13 <br /> <br /> <br />
