Mr. Hartley explained that the
proposed development consists of a block building. The improved quality of
construction in the area will generate more tax increment. The value is
estimated at $250,000 and based on that, the amount of increment that would be
available to the developers would be $36,000. The total amount of increment
that would be generated would be between $60,000 and $70,000 over a period of
20 years. Mr. Hartley stated that he has indicated to the developers that they
cannot extend utilities to the property. This development district has the
floating base and it's difficult to generate much increment. All engineering
and administrative costs have to come out of the $36,000. The developers have
to determine if the benefits are sufficient to serve the needs.

Ms. Kris Fluegel stated that she and Ms. Sarah Sawyer have been working with a
group called Human Economic Development Group (HEDG) and they have compiled a
business plan and have met with bankers and have financing contingent upon the
tax increment financing.

Motion by Counciln~mber Cox and seconded by Councilmember Sorteberg to approve
the request by Ms. Kris Fluegel and Ms. Sarah Sawyer for City participation in
their proposed project.

Motion carried.
