10 Minutes CASE #6: <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF STA~HOPE RIVER HILLS; <br /> CASE OF MS. ANN CANIS AND MR. TOM SKIBA <br /> By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Ms. Ann Canis and Mr. Tom Skiba are requesting final plat approval of Stanhope <br />River Hills. The plat is located on the property east of Roanoke Street NW <br />between Juniper Ridge Drive NW and 153rd Avenue NW. The plat is approximately <br />66 acres in size and is located in the R-IR Residential District. As the plat <br />is on the Rum River, it is subject to the restrictions of the Scenic Rivers <br />Protection Ordinance. <br /> <br />The plat consists of 18 single family residential lots and one outlot. The <br />river lots are approximately 4 acres in size and the off-river lots are <br />approximately 2.5 acres in accordance with the Scenic Rivers requirements. The <br />plat includes three cul-de-sacs and one temporary cul-de-sac off Roanoke Street <br />NW. The City will construct Roanoke Street NW as an Minnesota State Aid street <br />The developer is donating 0utlot A to be used for future park development. <br />Access to this outlot will be provided by a 30 foot easement across the <br />southern boundary of the plat. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Site location map <br />b) Proposed final plat <br />c) Proposed resolution giving final plat approval <br />d) Proposed development agreement <br />e) Proposed ordinance amending floodway boundary in Stanhope River Hills <br /> <br />A letter from the City Engineer will be available at the meeting. <br /> <br />Observations: <br /> <br />Part of the plat is located in the flood plain. The developer is proposing to <br />fill several of the lots in order to meet the DNR requirements for buildable <br />lots in the flood plain. The plans for filling these lots have been reviewed <br />with the DNR.
