10 Minutes CASE ~2: <br /> <br />REQUEST FOR VARIANCE FROM STREET FRONTAGE REQUIREMENT; <br />CASE OF MR. LOWELL VASSEUR <br /> By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />Mr. Lowell Vasseur is requesting variance to the street frontage requirement <br />for access to the 40 acre parcel located southwest of 155th Avenue NW and <br />Variolite Street NW. Mr. Vasseur is requesting this variance so that he can <br />construct one home on this parcel. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Application <br />b) Site location map <br />c) Thoroughfare plan <br />d) Proposed findings of fact <br /> <br />Observations: <br /> <br />The only access to Mr. Vasseur's property is located at the intersection of <br />155th Avenue NW and Variolite Street NW. As you know, these streets carry a <br />substantial amount of traffic daily. In addition, both are Minnesota State Aid <br />(MSA) streets; in the past, the Council's policy has been to prohibit <br />individual driveway accesses onto such streets. <br /> <br />The northern boundary of Mr. Vasseur's property is shown on the City's <br />Thoroughfare Plan as the future extension of 155th Avenue NW. The Council <br />should determine whether it wishes to follow the Thoroughfare Plan for the <br />extension of 155th Avenue NW. If so, the Council could direct staff to start <br />working on the acquisition of necessary easements for this extension. If an <br />easement for the extension of 155th Avenue NW from Variolite Street NW to <br />Armstrong Blvd. NW were acquired by the City, Mr. Vasseur could access his <br />property from the future 155th Avenue NW and would not need a variance to the <br />street frontage requirements. <br /> <br />At its September 30, 1986 meeting, the City Council directed Staff to prepare <br />findings of fact relating to Mr. Vasseur's request for a variance to the street <br />frontage requirement. <br /> <br />Recommendation: <br /> <br />Council action will be based on Council discussion. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney X <br />Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Planning and Zoning Commission <br /> <br /> <br />
