Audience Comment - Commission noted earlier that you have a limited number
of copies and copying is expensive but I would like to take a copy home in
order to study it further .and am willing to pay for my copy.

Audience Comment - Why doesn't the Commission provide every resident in the
City with a copy of the proposed charter rough draft?

Commissioner Sieber - That could be a waste of money, those that want copies
can get them at City Hall.

Commissioner Titterud - Noted that the Commission meets the second and fourth
Thursday of the month if any citizens Wish to come in an discuss certain
chapters.

Audience Comment - I am looking for the Commission to solicit professional
input to particular chapters.

Audience Comment - I raised my hand when copies of the rough draft were
distributed -- I don't know if I was intentionally avoided. Please make
copies available at City Hall. I will pay for my copy and I can study
it and let my views be known. Some people tonight took their copies and
left and did not even stay for the discussion. We have to start trusting
elected officials and commissions and the way to establish trust is to
provide information.

Commissioner Sieber - No citizens have attended our regular meetings. We
wrote a charter and are proposing tonight to get your input.

The public hearing recessed at 9:30 p.m.

Chairman Heitman called the public hearing back to order at 10:00 p.m.

Audience Comment - Charter Commission legal counsel is present, could he
make some general comments on his overall review of the draft?

Chairman Heitman - Legal counsel has not had an opportunity to review the
draft thoroughly. He has not been meeting with the Commission regularly.

Commissioner Sieber - This draft is not the final version -- it is a working
version -- it will change.

Commissioner Data - The reason legal counsel has not been meeting with us
regularly is that we are trying to save the City'some money. After we
have drafted a charter the Commission can agree on, we will subject it to
legal review. Mr. Dorn just saw this version for the first time last Monday.

Chairman Heitman - Mr. Dom has given the Commission indication of areas
where we have some definite problems.

Audience Comment - As a member of the City Budget Committee, I am impressed
by your attempt to save the City money, but as a resident, I wish in this
case you would not try to save so much. Don't cut too many oorners in your
attempt to write a charter.

Chairman Heitman - Hopefully, we will be in the appropriate medium.

CC/September 28, 1983
Public Hearing
Page 6 of tl
