Motion by Commissioner Buchanan and seconded by Commissioner Lichter to <br />establish a policy that the members of the Charter Commission members waive <br />rights to compensation, other than reimbursement of excessive expenses a <br />Commission member might feel necessary and further that these requests for <br />reimbursement will be reviewed by the Charter Commission and forwarded to City <br />Council for approval of payment. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Titteurd, Buchanan, <br />Data, Lichter, Sieber, Bauerkemper, Greenberg and Gamec. Voting No: None. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Lichter to establish <br />a Charter Commission quorum figure equal to the majority of the Commission (5). <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Titterud, Buchanan, <br />Data, Lichter, Sieber, Bauerkemper, Greenberg and Gamec. Voting No: None. <br /> <br />Commissioner Sieber noted that any motion that affects a change to the rules <br />of order or any motion that affects an individual member or minority of the <br />Commission requires a 2/3 vote to pass and any other motion can be passed on <br />a simple majority. <br /> <br />Motion by Commissioner Buchanan and seconded by Commissioner Data to establish <br />the Charter Commission meeting schedule as the second and fourth Thursday of <br />the month at 7:30 p.m. at Ramsey Municipal Center Council Chambers and further <br />that if there is a change these scheduled meeting dates, public notice will <br />be given. <br /> <br />Commissioner Sieber noted that regular meeting dates need only be published <br />once. Commissioner Gamec stated that it would be better to publish notice <br />of all meetings, even those regularly scheduled, that publication of these <br />types of meetings is a free service of the legal newspaper. Commission <br />consensus is that the meetings will not last an excessive amount of hours <br />and if a motion to adjourn at a scheduled time has been passed, that motion <br />will take precedence over any pending business. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Titterud, Buchanan, <br />Data, Lichter, Sieber, Bauerkemper, Greenberg and Gamec. Voting No: None. <br /> <br />Motion by Commissioner Bauerkemper and seconded by Commissioner Buchanan that <br />the preparation of meeting agendas be the responsibility of the Charter <br />Commission Chairman. <br /> <br />Further Discussion: Commissioner Data stated that it would be beneficial to <br />receive copies of the agenda prior to the scheduled meeting. Commissioner <br />Bauerkemper stated that she would send copies of the next meeting's agenda <br />along with the copies of the past meeting's minutes. Chairman Heitman requested <br />that items to be included in the agenda be submitted to him by Wednesday of <br />the first and third weeks of the month. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Titterud, Buchanan, <br />Data, Lichter, Sieber, Bauerkemper, Greenberg and Gamec. Voting No: None. <br /> <br />Mayor Gamec stated that the Commission should retain the services of a legal <br />attorney to answer legal questions.
