Commissioner Bauerkemper stated that she could see no reason why a member of <br />Ramsey Coalition could not serve on the Charter Commission. <br /> <br />Commissioner Buchanan pointed out that Ramsey Coalition is concerned with one <br />issue - sewer and water and the objective of the Charter Commission is to make <br />Ramsey a better City in which to live. <br /> <br />Commissioner Data agreed that the conflict of interest issue should be researched. <br /> <br />Commisssioner Gamec and Commissioner Titterud noted that there are certain <br />questions regarding insurance to be researched - liability and accidents while <br />en route to and from Commission business. <br /> <br />Motion by Commissioner Buchanan and seconded by Commissioner Bauerkemper to <br />establish a 3-member Standing Rules Committee. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Buchanan to amend <br />the motion for a 3-member Standing Rules Committee to include the duties to <br />make or to change rules of order, to research legality of Commission operation <br />and report as they see fit where directed and that the members of the Committee <br />be appointed by the Charter Commission Chairman and the Committee organize <br />themselves as they see fit. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Titterud, Buchanan, <br />Data, Lichter, Sieber, Bauerkemper, Greenberg and Gamec. Voting No: None. <br /> <br />Chairman Heitman called for a vote to the motion to establish a 3-member Standing <br />Rules Committee as amended. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Titterud, Buchanan, <br />Data, Lichter, Sieber, Bauerkemper, Greenberg and Gamec. Voting No: None. <br /> <br />Motion by Commissioner Bauerkemper to form a Large Committee to set up general <br />plans and purposes. <br /> <br />Further Discussion: Commissioner Lichter stated that a committee should be <br />established to work with City Attorney and City Council to research answers <br />regarding how to operate legally. Commissioner Gamec stated that it would <br />be best for Charter Commission to retain it's own legal attorney to answer <br />these questions. Commissioner Lichter stated that a member of the Commission <br />should prepare a presentation regarding difficulties faced by the City now when <br />trying to accomplish tasks. Commissioner Gamec stated that there is only one <br />difficulty -- money. <br /> <br />Commissioner Bauerkemper withdraws her motion to form a Large Committee. <br /> <br />Commissioner Buchanan stated that some time should be spent by Charter Commission <br />discussing whether or not we want a Charter and taking on the task of writing <br />it and presenting it to the citizens. <br /> <br />Commissioner Gamec stated that one key item to be looked at, with regard to a <br />Charter, is it's financial bind on the City in the future. <br /> <br />Discussion ensued regarding Charter versus Statutory. <br /> <br />CC/June 2, 1983 <br /> Page 5 of 10 <br /> <br /> <br />
