The Charter Commission recessed at 9:45 p.m. <br /> <br />Chairman Heitman called the meeting back to order at 9:55 p.m. <br /> <br />Chairman Heitman and Commissioners Greenberg and Lichter volunteered to serve <br />on the Standing Rules Committee. <br /> <br />Commissioner Buchanan suggested that Commissioner Gamec provide input regarding <br />advantages and disadvantages of the present form of government in Ramsey. <br /> <br />Chairman Heitman stated that he would be interested in Commissioner Gamec's <br />viewpoint of what benefits would be gained by Ramsey going Charter. <br /> <br />Commissioner Gamec stated that his opinion right now, which could change after <br />all the input is in, is that Charter is not more advantageous than the current <br />form of government, that he hasn't seen any situations arise where the public <br />comes out in force and doesn't foresee initiative of referendum creating a <br />change in public participation. <br /> <br />Commissioner Data stated that a Charter could be established keeping the <br />same form of government and just adding initiative of referendum. Commissioner <br />Data also noted that rules of order allow that Charter proceedings may cease <br />at any time before final publication. <br /> <br />Commissioner Lichter stated that it would be advantageous for the Public <br />Opinion Committee to attend the joint meeting between various Ramsey <br />Commissions scheduled for Monday, June 6, 1983 at 7:30 p.m. at Ramsey <br />Municipal Center. <br /> <br />Motion by Commissioner Sieber that tonight's meeting of the Charter Commission <br />be held in lieu of the regularly scheduled meeting for the second Thursday of <br />the month. <br /> <br />Commissioner Gamec seconded the motion for further discussion. <br /> <br />Further Discussion: Commissioner Gamec stated legal advice should be <br />obtained as soon as possible. Commissioner Buchanan stated that a meeting <br />of the Charter Commission should be conducted on June 9, 1983 as regularly <br />scheduled, and that the Rules Committee procure an attorney to attend that <br />meeting and that legal issues will be the only item on the agenda for that <br />meeting of June 9, 1983. <br /> <br />Commissioner Sieber withdraws his motion and Commissioner Gamec withdraws <br />his second to that motion. <br /> <br />Commissioner Buchanan inquired as the to procedure to be used in calling a <br />special meeting. <br /> <br />Commissioner Sieber replied that Rules of Order state that the Chairman or <br />two members can call for a special meeting. <br /> <br />Motion by Commissioner Buchanan and seconded by Commissioner Titterud that <br />the next meeting of the Charter Commission will be held June 9, 1983 at <br />Ramsey Municipal Center Council Chambers, at which time the Rules Committee <br />will have a legal representative present to address proper procedures for <br />Charter Commission operation, specifically to include: insurance, open <br /> <br />CC/June 2, 1983 <br />Page 8 of 10 <br /> <br /> <br />
