C/September 10, 1984
Management. He received letters back from them stating that
there is no problem and what they did before was to have
people hired to pick up the debris. Ramsey will actually
take over the landfill in 1981. It is up to the City to
decide and plan what to do with the landfill. The amount of
revenue money received from the landfill to date is $41,559
which is being held in a trust fund for the development of
park at the landfill."

Mr. Fountain inquired as to the amount of revenues now in the
Landfill Trust Fund.

Mayor Gamec replied that there is between $126,000-$130,000.

Mr. Fountain then proceeded to read more excerpts from past
Council minutes.

April 23, 1979 - "Mr. Van Wagner asked why the City is going
to renew the contract in 1981 if they are against the
landfill." "Councilman Cox replied that there is a $300,000
commitment to go ahead and develop the park when it is
completed, the height will be discussed when the new
contract is negotiated."

April 30, 1979 - "Mayor Gamec called the meeting to order at
7:45 p.m. and led in the Pledge of Allegiance to the Flag.
He explained the purpose of the Special meeting is to
discuss problems created by the Landfill and an alternative
method for assessing a proposed street improvement." "Don
Otter stated that in 1971 he spent many hours working with
the City of Anoka and the City of Ramsey composing the end
use and dollars that would be coming into developing the
site as a ski hill after its completion." "Sue Van Wagner
referred to the Anoka County Solid Waste Ordinance and said
these are laws not guidelines. These ordinances are being
violated and when someone violates an ordinance the Anoka
County Board of Commissioners can revoke the license. She
reviewed steps for revoking the license, hearing
procedures, pointing out ordinance violations."
"Commissioner Fields said that this is embarrassing for him
to see that ordinances aren't being carried out." "Sue
Van Wagner asked if this has to be a ski hill." "Mr. Otter
stated that if it were to be in the state it's in, it would
be useless as a public park and the City of Anoka would
resent it if it weren't going to be used as a park. It is
not environmentally safe to leave it undone, surface water
infiltration, generation of gas, lechate, it has to go up to
be safe." "Engineer Sha stated the point is the landfill
is there, it isn't going to go away and the quicker the
cover can be put on the better." "Sue Van Wagner asked how
long until it is completed." "Mr. Otter replied the final
grades of the ski hill, 4 years, 1983."

Mr. Fountain stated that he also questions the validity of the
April 30, 1979 minutes; that he had made comments at the meeting
and those comments are not recorded in the minutes.
