C/September 10, 1984 <br />stated that he also recalls Mr. Otter commenting that the <br />landfill operation would cease in the Fall of 1981. <br /> <br />Councilmember Van Wagner stated that she does not recall if Mr. <br />Otter quoted the year 1981, but she does recall the mention of 3 <br />years. Councilmember Van Wagner also pointed out that reference <br />was made to her comments regarding ordinances being violated and <br />stated that those subject ordinances were County ordinances. <br /> <br />Mr. Fountain proceeded to read excerpts from past Council <br />minutes. <br /> <br />April 30, 1979 - "M. Gallagher asked if the park and ski <br />resort are approved to go for sure and when will they <br />start it." "Mr. Otter stated he is paying funds to the City <br />of Ramsey to be escrowed for that purpose." "Mr. Otter <br />stated there are two ground water lisymeters test tubes in <br />the ground to determine what would be leaching through the <br />ground. These have been concerns of the regulatory <br />agencies." "Mr. Hutchison of the two lisymeters tested only <br />one occasion did they get a tube of moisture, not enough to <br />even sample." "Mr. Wyatt asked how they know what is in <br />a load of garbage." "Mr. Otter stated he doesn't know but <br />they do investigate anything questionable that is found." <br />"Councilman Cox said that he didn't hear Mr. Otter answer <br />any questions with a yes or no. The City has to depend on <br />agencies like PCA to see that things are done. It is about <br />time credibility and accountability come back to government. <br />People deserve answers." <br /> <br />May 5, 1981 - "Mayor Gamec said one purpose of tonight's <br />meeting is to look at a future contract with the landfill <br />management. Mayor Gamec said another reason is to discuss <br />raising the per cubic yard fee to Ramsey." "Some of the <br />citizens present requested that the lime be cleaned off the <br />back of Hatch's lot, and it was agreed that this should be <br />resolved." <br /> <br />May 7, 1980 - "Mayor Gamec called the meeting to order at <br />9:25 a.m. He stated the purpose of the meeting was to <br />review the present landfill contract and the problems with <br />the landfill with Mr. Don Otter of Waste Management." <br />"Councilman Cox also said if this landfill is not run <br />properly it could ruin the entire City of Ramsey." "Mr. <br />Otter asked if the City and residents want to talk about <br />expansion of the facility." <br /> <br />May 13, 1980 - "Motion by Councilman Cox and seconded by <br />Councilman Sorteberg to require that Waste Management finish <br />cleaning up the lime sludge on properties bordering the <br />landfill, which residents present at the meeting stated was <br />not completed and to get the carpet cleaned in homes where <br />the children have tracked into the house on properties <br />bordering the landfill." <br /> <br />Mr. Fountain noted that what Council authorized in the previous <br /> <br />Page 4 of 14 <br /> <br /> <br />
