Councilmember Schlueter also noted that there will be a meeting at 7:00 <br />p.m. on Wednesday, October 24, 1984 at Coon Rapids City Hall regarding <br />pumping and disposal sites. <br /> <br />Mark Kirkwold - Dependable Sewer - Stated that it is an added expense, <br />which must be passed onto the homeowner, for pumpers to drive to the <br />disposal site in Coon Rapids; a saving could be realized if pumpers could <br />dispose into the pipe in the southern part of Ramsey. Also commented that <br />persons are installing septic systems without first doing a Perk Test and <br />the City is approving these inadequate systems. <br /> <br />Elmer Dargis - Ace Cesspool - Residents or City employees should gather <br />this information regarding well and septic system location; the somewhate <br />time consuming task should not be placed on private enterprise. <br /> <br />Gene Dargis - Ace Cesspool - Stated he is willing to provide information <br />regarding names, addresses and gallonage pumped; regarding grid maps and <br />locating well and septic systems and home measurements -- he is not a <br />surveyor. Taking measurements of homes, even though he just steps off the <br />distance, puts him in the middle between residents and City and his time is <br />money too. He was hired to do one job, pump the septic tank. <br /> <br />Mr. Del Skeim- Pointed out that providing this information should only <br />take 5 minutes of the pumper's time and that pumper will have access to <br />these records on file at City hall which will be a real asset in gaining <br />new and repeat business. <br /> <br />Pumpers present still expressed objection to having to locate well and <br />measure house size. <br /> <br />Council consensus was to table this case until the next regular meeting in <br />order to determine just what information the Comprehensive Plan requires <br />and that in the meantime, pumpers should continue to record name, date, <br />address and gallonage being pumped. <br /> <br />Case #5: Drainage Easement On 162nd Avenue NW and Zirconium Street NW; <br /> Case Of Mr. Delano Skeim: <br /> <br />City Engineer Raatikka reviewed the dry well that Mr. Skeim installed and <br />reported that it is not up to City standards; the system Mr. Skeim <br />installed is not as complete as the type of system the City would have <br />installed and will require maintenance more frequently. <br /> <br />Mr. Skeim stated that there was a 2" rainfall in the last 24 hour period <br />and inquired if Mr. Raatikka could report any standing water. <br /> <br />Mr. Raatikka replied that there was no standing water after the rainfall. <br /> <br />Mr. Skeim stated that materials and labor for the dry well came to $1636.61 <br />and the City would be getting the drainage easement for $363.39 if the <br />$2000 figure is approved. <br /> <br />Mr. Skeim referred to engineering theory and the fact that theoretically it <br />was determined that a 200' drainage easement was required for Sorteberg's <br /> <br /> Page 13 of 20 <br /> <br /> <br />
