Motion carried.

b) Ordinance #84-13 Establishing City Fund Accounts -

City Administrator Schnelle stated that the landfill trust fund was
originally set up for Ramsey's use at that site for park develoFment or for
the City's protection in the event any issues come up at that site. Now
that there is legislation providing that protection to the City and it
appears that the City will never ~n and develop that property, Council
might want to move that money to another trust fund for park development.

City Accountant Haapala stated that there is just over $300,000 in that
landfill trust fund account now.

City Attorney Goodrich stated that the City will be receiving close to
$14,000 per month from tipping fees at the landfill.

Councilmember Schlueter suggested creating a new trust fund account for the
tipping fees collected and leaving the present trust fund secure until t3~e
City is sure that money can be spent elsewhere.

Councilmember Sorteberg stated that if Council shifts that money too
hastily, it might get spent wrecklessly.

City Administrator Schnelle stated that it was intended for those monies in
that trust fund to take care of problems at landfill; the State and County
are now providing that protection and the money should be transferred
accordingly so that money does not get spent on a landfill that is being
operated by a private sector. Request that Council think about this and
put it on the next agenda.

City Attorney Goodrich stated that a new account must be created for
tipping fees collected.

1) Reading Of Ordinance -

Motion by Councilmember Schlueter and seconded by Councilmember Van
Wagner to dispense with the reading of Ordinance #84-13 establishing
City fund accounts prior to its adoption at this Council meeting.

Mayor Gamec called for a roll call vote:

Councilmember Schlueter - Aye
Councilmember Reimann - Aye
Mayor Gamec - Aye
Councilmember Van Wagner - Aye
Councilmember Sorteberg - Aye

Motion carried.

2) Adoption Of Ordinance #84-13, Chapter 10.11, establishing City
Fund Accounts -
