Council unanimously consented to dispense with the reading of the ordinance. <br /> <br />Council acknowledged introduction of Ordinance #84-18 which rezones that <br />property south of the proposed bridge crossing from U.B. (Urban Business) to <br />U.M.B. (Urban Multiple Business). <br /> <br />Art Raudio - Ramsey Center Partnership - Stated that he assumed he was to be <br />on tonight's agenda and is not and did not arrive at the meeting until after <br />'Citizen Input'. Mr. Raudio submitted a petition requesting extension of <br />sewer line to that property on which Food and Fuel is proposed to be located. <br /> <br />Mr. Rick Foster stated there is no longer the need to construct a temporary on- <br />site system at the Food and Fuel. <br /> <br />Council acknowledge receipt of a petition requesting extension of sewer line <br />to that property on which Food and Fuel is to be located. <br /> <br />d) Request To Subdivide By Metes And Bounds; Case Of River's Bend Properties - <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to <br />approve of Mr. Rick Foster's request to subdivide temporarily the property for <br />Food and Fuel and further, that the certificate of occupancy for Food and Fuel <br />shall not be issued until such time as the plat is completed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Mr. Arnie Cox was present and stated that the owner of this particular piece <br />of property deeded some land to the County in order to provide turning lanes <br />and bridge quarter; through the whole process, it was determined that whatever <br />land the County did not need would be deeded back to the owner. ~he County <br />indicated that this process would take place and never indicated that it would <br />be a long drawn out process. <br /> <br />Mr. Berg stated that until the County holds a public hearing regarding going <br />with culverts or span bridge on the Rum River Crossing, they do not know how <br />much land they will require. <br /> <br />Mr. Cox stated that this City Council should send a letter to the County <br />indicating that there has been a breech of good faith on their part in deeding <br />this property back to the owner. <br /> <br />Mr. Rick Foster stated that he has talked to Paul Ruud and Paul said he thinks <br />he sent a letter to the City stating that the unused right-of-way could be <br />turned back to the property owner; the Environmental Impact Statement says <br />that at the most, 200' will be used for right-of-way. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner <br />requesting that the County deed back excess property for the Rum River Bridge <br />right-of-ways to the property owner. <br /> <br />Mr. Raudio stated that he is frustrated by this case of poor communication. <br />Mr. Cox stated that it goes far beyond reasonable, when the County makes these <br /> <br />PAGE 17 OF 26 <br /> <br /> <br />
