Motion by Councilmember Schlueter and seconded by Councilmember Van Wagner to <br />hire Mr. James Way as a full time police officer at a starting wage of 79% of <br />top patrol pay, based upon the recommendation of Chief of Police Mike Auspos. <br /> <br />Further Discussion: Councilmember Reimann stated that there are still some <br />questions that need to be addressed. <br /> <br />Motion carried. Voting No: Councilmember Reimann. <br /> <br />~ Introd~.tionL..Of-Drdinance-984r2O%.~.~ase--Of.-Rum.:Ri~er--Hills.-R.U.,D.. <br /> <br />Council noted receiving Ordinance %84-20 which proposes to convey White Pines <br />Estates Park land to the Rum River P.U.D. developers. <br /> <br />a) Long Term Financial Plan - <br /> <br />Mayor Gamec stated that the Long Term Financial Plan is basically just a plan <br />to see where the City will be going in the future. <br /> <br />Mayor Gamec noted that the plan proposes a public works building to be funded <br />by bonding; Mayor Gamec suggested that a less expensive way to pay for a <br />public works building would be to find a developer to construct the building <br />and the City could use the interest from the money obtained on the landfill <br />sale to go into a lease/buy back arrangement with the builder. Mayor Gamec <br />stated that these' kinds of projects should be earmarked for landfill interest <br />money; it is an excellent way to put the money to work without spending the <br />principle. Mayor Gamec also suggested that a large enough parcel of land be <br />planned for public works building use so that all activity even closely <br />relating to public works can be centralized at one location. <br /> <br />Mayor Gamec also noted that in the future additional space will be needed at <br />City Hall for just the day to day business. Discussion ensued regarding <br />expanding into the second floor of the fire barn. <br /> <br />Discussion ensued regarding the amount of paperwork that is generated at City <br />Hall and maybe tasks handed to City Staff are going to have to be more <br />carefully scrutinized for real necessity and the need to plan ahead for <br />additional personnel. <br /> <br />Mr. Schnelle stated that he believes Ramsey is the only city required to <br />prepare a long term plan; it was a very time consuming and difficult task <br />and it will get more difficult as years go by because there will be even <br />more to project as the City grows; the plan requires input and feedback from <br />Council. Mr. Schnelle also commented that Council has no concept as to the <br />amount of work carried on by City Staff; no concept of the amount of time it <br />takes to prepare agendas and to carry out Council motions. <br /> <br />Councilmember Reimann stated that Staff should keep Council aware of the <br />workload and how it is being handled so as not to ever getbehind. <br /> <br />December 18, 1984 <br /> Page 8 of 21 <br /> <br /> <br />
