CASE

PROPOSED PURCHASE OF 1.000 CURBSIDE RECYCLING CONTAINERS
By: James Gromberg, Project Manager

Background:

The City currently provides each residence with one recycling container to be used in conjunction
with the our City Wide Curbside Recycling Pro~m'am. As stated in the enclosed memo dated
August 1992, the City will be running out of recycling containers in the very, near future. If all the
projected lots we-re sold and built by the end of 1993, the CiD' would need approximately 645
· additional r~cycling containers. Although it is unreasonable to believe that all of these lots wilt be
filled by the end of 1993, it do~s make sense to purchase the containers in as large a quantity as
possible to provide for the lowest per unit cost. The enclosed bid states the cost of 1,000
containers would b~ $5.01 each. This is a 35¢ p~ container t:rrice increase from the original
pm'chase in 1990. I have discussed this proposed purchase with Merle Mevissen as storage will be
a consiaeranon with this purchase. Mr. Mevissen has indicated that the pallets of containm-s coulrl
be stored in the fenced enclosure at the Public Works facility with a small number being kept at the
Municipal Center for distribution to new residents. The original containers were purchased with
~m-ant funds from Anoka County for landfill abatement purposes. These funds are no longer
available to cities for purchase of recycling containers. In the absence of this funding source, it is
recommended that the Ci~ use the Landfill Tipping Fees as a source of funding.

Recommendations:

City Staff recommends authorizing the purchase of 1,000 rezyciing conrmners at the quoted price
of ~5.01 per container, plus mx.

Budget Committee Action:

Motion to recommend that City Council authorize the purchase of 1,000 curbside recycling
containers at a cost of $5.01 each, plus mx.

Reviewed By:

F~,ance Officer
Proiec~ Mana~m-,
City Aciminisrrat~

B ud_~et Commm~: i

,5
