Absent: CouncilmembersZimmerman. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: National Ataxia Foundation Gambling License <br /> <br />City Administrator Schroeder stated that the National Ataxia Foundation has requested a <br />premises permit for lawful gambling in the City of Ramsey. This foundation does national <br />research, therefore, Mr. Schroeder questioned if it meets the intent of the City's gambling <br />ordinance with regard to area spending. He stated that the Cystic Fibrosis Foundation has <br />a premises permit and they are research also, however, they existed prior to Council <br />passing the ordinance provision regarding area spending. He added that the ruling for the <br />National Ataxia Foundation will impact the Cystic Fibrosis Foundation when their <br />gambling permit is up for renewal at the end of 1992. <br /> <br />Mike Parent, Gambling Manager for the National Ataxia Foundation, informed the Council <br />what Ataxia is and also what the Foundation does. <br /> <br />Discussion ensued regarding whether or not research met with the intent of the City's <br />gambling ordinance. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer that national <br />research does not meet the intent of trade area expenditure pursuant to 7.61.10 of the <br />Ramsey City Code. <br /> <br />Further discussion: Councilmember Hardin inquired if the request had come from the <br />Cancer Society, would the same issues be discussed? He questioned if the ordinance <br />needed to be reviewed. Mr. Schroeder stated that the discussion that took place at the time <br />the gambling ordinance was being amended was a simple argument. Money coming in <br />from the community should be expended back to the community. He inquired if that is still <br />Council's feeling. He stated he understood the motion on the floor to mean that research <br />does not meet the intent of the ordinance. Mayor Gilbertson stated if the gambling money <br />goes to build park and recreation equipment as opposed to research, it's sending out the <br />message that the City is not interested in research. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Beyer and Hardin. Voting No: <br />None. Abstain: Mayor Gilbertson. Absent: CouncilmemberZimmerman. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to recommend <br />denial of the lawful gambling license application of the National Ataxia Foundation. <br /> <br />Motion carried.
