It is Staffs suggestion that <br />access into the multi-family portion of the plat be provided by extending 141 st and Xenon <br />streets into Lot 33. This may result in eliminating Lots 1 and 2 and 31 and 32 of Block 2 <br />and adding this area to the multi-family zone. Access to the commemiaI Lot 34 should also <br />be considered. An increase in traffic volume on either of the County roads may result in a <br />median preventing left turn ingress and egress. <br /> <br />The plat has been designed with 142nd Avenue N.W. as a through street into Cedar HiLls <br />2nd Addition in accordance with Staffs recommendation. As a result of comments made at <br />the rime of sketch plan review by the Planning and Zoning Commission, the northern tier <br />of the plat has been redesigned with cul-de-sacs to lessen the density of urban lots that <br />would back up to the 1 acre rural lots in Hunter's Hill. Ail of the cul-de-sacs in the plat are <br />in compliance with the maximum length restriction of 600 feet. <br /> <br />Park De..dication, The plat wilI be reviewed by the Park and Recreation Commission at their <br />regular meeting in October. At the time of sketch plan review, it was the consensus of the <br />Park Commission that the majority of park dedication for Sunfish Square will consist of a <br />cash payment. <br /> <br />.Landscape Plan: City Code now requires all subdivisions to submit a landscape plan. tn <br />accordance with City Code and the policies established by the Park and Recreation <br />Commission, the landscape should include a tree preservation plan and provide for the <br />planting of one two-inch diameter tree on each lot. Additionally, the landscape plan should <br />provide a landscaped berm to buffer single family lots 'from County Road #116 and County <br />Road #57. <br /> <br />pext¢~trian Tran~p0rtati0n Routes (Sidewalks): When the Park Commission reviewed the <br />plat in June, they also made recommendations for sidewalk.~ along County Road #116, <br />County Road #57, the north side of 142nd Avenue and the west side of Vanadium Street <br />N.W. With the modifications to street layouts since sketch plan, the recommendation in <br />Item ~ above for access to the multi-family zone from interior streets, and anticipated <br />comments from the Anoka County Highway Department, it is expected the Park <br />Commission will modify their recommendations somewhat when they review the <br />preliminary plat at their regular meeting in October. The intent of these sidewalks is to <br />provide safe pedestrian access to commercial and recreational destinations. The costs <br />associated with providing these sidewalks are not eligible for park dedication because they <br />are transpormtional issues and not a pan of the City's planned trail system. <br /> <br />Wetlands: There are no wetlands affected by the proposed development. <br /> <br />Drainage and Grading Plan: The street grades are acceptable. Care should be taken to <br />ensure proposed grades match adjacent development in the existing subdivisions to the east <br />and north. The grades presented do not extend sufficiently into these adjacent areas to <br />make a determination.
