<br />Subd. 3. First Meeting in Januar~. At the first regular council meeunf In <br />January of each year, the council shall: <br /> <br />a. designate the depoSltones of cuy funds: <br /> <br />b. designate the offiCIal newspaper: <br /> <br />c. choose an acung mayor from the council members who shall perform the <br />duties of the mayor during the disability or absence of the mayor from the <br />city, or in the case of a vacancy in the office of the mayor, until a successor <br />has been appOInted and qualifIes; and <br /> <br />d. appoint such officers and employees and such members of boards, <br />commissions. and comminees as may be necessary. <br /> <br />Subd. 4. Public Meetings. <br />adjourned meetings. shall be open [Q the public. <br /> <br />All council meetings. including special and <br /> <br />2.01. 0 2 Presiding Officer. <br /> <br />Subd. 1. Mayor as Presiding Officer, The mayor shall preside at all <br />meetings of the council. In rhe absence of the mayor, the acring mayor shall preside. In the <br />absence of both, the Clerk shall call rhe meeting to order and shall preside until the council <br />members present ar the meeting choose one of their number to acr remporarily as presiding officer. <br /> <br />Subd. 2. Presiding Officer Duties. The presiding: officer shall preserve <br />order. enforce the rules of procedure herein prescribed. and determine without debate. sub.iect to <br />the final decision of the Council on appeal. all questions of procedure and order. Except as <br />otherwise provided by stature or by these rules. rhe proceedings of the council shall be conducted <br />in accordance with Roben's Rules of Order Revised.. <br /> <br />Subd. 3. Appeal of Presiding Officer Ruling. Any member may <br />appeal to the council from a ruling of the presiding officer. If the appeal is seconded, the presiding <br />officer may explain his/her ruling, but no other council member shall panicipare in the discussion. <br />The appeal shall be sustained if it is approved by the majority of the members present exclusive of <br />the presiding officer. <br /> <br />Subd. 4. Presiding Officer Participation. The mayor or such other <br />members of the council as may be presiding may move. second and debate from the chair. Tne <br />presiding officer shall not be deprived of any of rhe privileges of a council member by reason or <br />acnng as presiding officer. <br /> <br />2.01.03 <br /> <br />Minutes. <br /> <br />Subd. 1. Preparation of Minutes Required. Minutes of each <br />council meeting shall be kepr by the Council Secrera..ry. Ordinances, resolutions and claims need. <br />not be recorded in full in the minutes if thev anrear in other permanent records of the Cirv and can <br />oe accurately identified from the description gi"v"en in the minutes. - <br /> <br />Subd. 2. Procedure for Minutes.
