Subd. 1. Regular and Special Meetings. Regular meetlng~ of board:; and commissions shall be held alleasl once a month with a date and time determined by the Board or Commission. Special Board and Commission meetings may be called by the chairperson, vice chairperson or any two members of the Board or Comrmssion as deemed necessary. Subd. 2. Open Meetings, Meeting Minutes and Expenditures. AI} meeungs shall DC public meetings and open to the pubiIc. Tne Board or ComIlllssion shall foUoVo Roben's Rules of Order for the transaction of business and shall keep a record of its resoiunons, rransacuons, and findings, which record shall be a public record. Said record shall be rransmined to the Citv Council for its review on a monthlv baSIS. On or before Januarv first of each vear. the Board or 'Commission shall submit to the CitY Council a repon of its work during the preceding year. Expenditures of the Board or Commission shall be within amounts appropriated for that purpose by the City Council. Subd. 3. Subd. 4 Amendment of Order of Business. The orde: of business may be varied by the presiding officer or upon Board or Commission motion. but all public hearings shall be held at the time specified in the notice of hearing. Subd. 5. Agendas. An agenda of business for each regular meeting shall be prepared by the Clerk or the Clerk's designated representative and filed in the office of the Clerk not later than five days prior to the meeting. The agenda shall be prepared in accordance with the order of business and copies thereof shall be delivered to each Board or Commission member as far in advance of the meeting as time for preparation will permit. No item of business shall be considered uniess i~ appears on the agenda ror the meeting. but the commission 0:- board may. in its discretion. conside:- matters not appearing. 2.03.04 Chairperson and Vice Chairperson. Subd. 1. Election. Each Board or Commission shall elect annually a chairperson and vice chai..-person from its appoimed members. The person so elected shall serve ror one vear terms. The Board or Commission may creare and fill such other office as iL ma\' determine and create sub-committees as it deems necessa.ry to accomplish its purpose. . Subd. 1. Chairperson Duties. A chairperson shall be selected annually bv "- maiority vote or the Board or Commission and may be removed bv a maiorirv vote of the Boa.rd or Coi:nmlssion.
