Do you think the organization is moving in the right direction? What
sorts of changes have you seen since he started on June 3, 19917
Positive or negative.

Overall, yes. More action and less talk, which is certainly positive. Ryan's image with
non-supervisors has remained unchanged, which, in my view, is a negative simply because
it has not advanced in a positive way.

Positive -
- Issues are addressed on a more timely basis.
- The City's growth and quality development is a principal focus.
Effective delivery of services is a regular topic of discussion with staff.
Departments are expected to work together.

I do have a feeling that the City is moving somewhat forward as a whole at least as it
regards a growth philosophy. As to who gets the credit for that I can't really say, however
it seems reasonable to believe that Ryan has influenced the Council in a positive way. He
is pragmatic in his thoughts and I have several times observed that his comments and
recommendations during Council and other meetings has changed a rudderless meandering
to a wise course.

Yes the City of Ramsey is moving in the fight direction. Ryan strives to make the City of
Ramsey known in a positive manner. Changes since June 3, 1992 include (but not limited
to): · willing to delegate to subordinates encouraging growth
· follow-through expected on assignments given
· encourages staff to become involved in organizations outside our City
· involves all levels of staff in goal setting and achieving
· good "work ethic" is an example to other employees

Yes. Less decisions are put off, productivity city-wide has increased slightly. Internal
modes of operation are more contemporary. More employee involvement should be
encouraged. This is not necessarily a failure of his leadership, but more likely a function of
individual motivation and supervisory example.

· Department Head meetings - positive
· More of an open door policy - positive
· Reacting to personal opinion - negative
Overall opinion: We are moving in the fight direction, but process could be sped up.
