Human Resources Manager Reed reviewed that Leonard Linton was hired as the Civil Engineer <br />II effective September 2, 2003. Mr. Linton has successfully completed the required six-month <br />probationary period and his supervisor, the Principal City Engineer/Assistant Director of Public <br />Works, recommends that Mr. Linton be retained as the regular, full-time Civil Engineer 1I. <br /> <br />Motion by Councihnember Pearson, seconded by Councilmember Kurak, to recommend that the <br />City Council adopt a resolution ending the probationary period for Leonard Linton and granting <br />him status as the full-time regular Civil Engineer II. <br /> <br />Councilmember Kurak inquired if this employee was hired from the $125,000 grant received by <br />the City. <br /> <br />Assistant City Administrator Nelson explained there were five positions budgeted for 2004. This <br />Civil Engineer II was hired in 2003. When looking at the 2004 budget, the $125,000 from RTC <br />this year and the $125,000 for next year was seen as a portion of that budget. Staff does not want <br />it to seem that money is in a pot, it is a portion of the general fund, and all of the positions are <br />paid out of the general fund. <br /> <br />Public Works Director Kapler stated Mr. Linton is working out extremely well. <br /> <br />Motion can'ied. Voting Yes: Chairperson Cook, and Councilmembers Pearson and Kurak. <br />Voting No: None. <br /> <br />Case #3: Consider AFSCME Contract Negotiations. <br /> <br />Human Resources Manager Reed reviewed that on February 28, 2004, staff provided the City <br />Council with an update on the status of AFSCME (public works and city hall staff) and LELS <br />(patrol) negotiations. Direction was given to staff regarding salary and benefits. Staff has met <br />with AFSCME union representatives regarding Council direction and AFSCME members met <br />and voted to accept the City's most recent proposal (February 2, 2004). The following changes <br />will be made to the contract pending City Council approval: <br /> <br />Wages: <br /> <br />2004-3% plus applicable step increases <br />2005-3% plus applicable step increases <br /> <br />Insurance: <br /> <br />Single: $313.25 <br />Family: $598 Jan-Feb 2004 <br />Family: $563 Mar-Dec 2004 <br /> <br />Boot Allowance: <br /> <br />Public Works Maintenance employees may submit an original store receipt <br />to the City of Ramsey for a one time reimbursement once every two years <br />for the purchase of work boots for the cost of the boots or $100, whichever <br />is less. <br /> <br />Christmas: <br /> <br />Friday, Monday ---2004 & 2005 <br /> <br />Personnel Committee/March 9, 2004 <br /> Page 3 of 6 <br /> <br /> <br />
