o <br /> <br />That on February 27, 2003, the Fire Inspector received a complaint from a neighboring <br />business that welding was occurring, at the SR Auto site, in a tent structure approximately <br />twenty (20) feet from a barn where hay is stored. <br /> <br />That on February 27, 2003, the Fire Inspector ~nd Fire Chief responded to the complaint <br />by conducting another site inspection. It was apparent that work had not ceased as <br />required by the first letter. In addition, there had been no improvement or progress on the <br />property to comply with the letter dated January 2, 2003. <br /> <br />That during the February 27, 2003 site inspection, an agreement was reached in which <br />only minor repair work necessary to prepare certain vehicles for removal from the <br />property would be permitted. <br /> <br />10. That on February 28, 2003, the City notified both Radu Kryshmaru and Sergey PovloviCh <br /> Karachrntes, known as the owners of SR Auto, of the Fire Code violations present on the <br /> Subject Property. The notice also required that the property be in compliance by April 1, <br /> 2003. <br /> <br />11. That on April 2, 2003, the Community Development Department sent notification to the <br /> Subject Property owners, Doug and Julie Hills, of the violations of City Code including <br /> the sections 9.20.23 (B-3 Highway Business District) Subdivision 2 (Permitted Uses)-and <br /> 5.12 (Condition of Premises). This notice informed the property owners that an auto <br /> salvage yard was not a permitted use of the property and that cannibalized vehicles and <br /> miscellaneous car parts were not to be stored outside on the property. Finally, it informed <br /> the property owners that their tenant, SR Auto, was only licensed for motor vehicle sales <br /> and thus, any repair work conducted on the Subject Property was in violation of their City <br /> licenses. <br /> <br />12. That on May 14, 2003, a staff person from the Community Development Department <br /> conducted another site inspection. At that time, all cannibalized vehicles and <br /> miscellaneous automotive pans had been removed from the property. All zoning <br /> violations had been resolved; however, this did not necessarily resolve the Building and <br /> Fire Code violations. <br /> <br />13. That in the summer of 2003, the City noticed that the garage been m-sided and a new roof <br /> had been installed. A re-siding permit had been issued on May 28, 2003;-however, no <br /> permit had been issued tbr the re-roofing work. The City was never contacted for a final <br /> inspection of the siding; Therefore, it was still unknown whether the structural hazards <br /> within the garage had been corrected. <br /> <br />14. That on January 7, 2004, the City was contacted by Anoka County Environmental <br /> Sm',,ices regarding concerns with SR Auto (proper handling of automotive waste and <br /> record keeping).
