Counciln~m~r inmxiuced the following resolution and moved for its adoption: RESOLUTION ~93-08- RESOLUTION REGARDING REALLOCATION OF 1992 CDBG FUNDS WHEREAS, thc Metropolitan Council has directed Anoka County to contract for an update to the County Transportation Plan precedent to a request from the City of Ramsey for an urban service ama expansion; and WHEREAS, the Metropolitan Council has directed the City of Ramsey to update the transportation element of the Comprehensive Plan precedent to a request form the City for an urban service area expansion; and WHEREAS, the State of Minnesota has mandated cities and counties to upgrade shoreland ordinances in accordance with revised State,vide standards that became effective on July 3, 1989; and WHEREAS, Anoka County is proceeding to update thc Anoka County Transportation Plan on the premise that the Cities of Ramsey and Andover would each contribute up to 33% of the project cost not to exceed $90,000.00; and WHEREAS, on February 23, 1993, the Ramsey City Council Finance Committee authorized proceeding to update the City's transportation and land use elements of its Comprehensive Plan; and WHEREAS, on March 23, 1993, the Ramsey City Council authorized proceeding to upgrade the shoreland regulations and applying for state matching funds toward that effort; and WHEREAS, on July 12, 1993, the City received proposals for the planning elements identified as update transportation plan at $i5,880.00, update land use plan at $7,500.00 and upgrade shoreland regulations at $5,000.00 in addition to various direct costs estimated at $i,000.00; and participation in the update of the Anoka County Transportation Plan at $9,000.00 for a total planning project cost of $38,380.00; and WHEREAS, the City of Ramsey 1993 budget does not include funding for planning purposes; and WHEREAS, on February 23, 1993, the Ramsey City Council adopted Resolution ~93- 02-025 to allocate $11,485.00 of the 1993 CDBG funds for land use and transportation planning purposes; and WHEREAS, on April 13, 1993, the Romsey City Council accepted the terms of the shoreland grant authorizing up to $3,500.00 in matching funds; and WHEREAS, the total planning project costs remaining to be funded are estimated at $24,395.00, exclusive of $2,500 in State matching funds'for shoreland upgrades and the 1993 CDBG allocation in the amount of $11,485 for planning purposes; and WHEREAS, on July 27, t993, the Ramsey City Council adopted Resolution 4/93-07- 151 authorizing entering into agreements for planning services upon allocation of funding sources; and I I !
