Subd. 4 Subd. 5 type only. Garage and craft sale signs shall be placed on private property only and shall have the property owner's permission. All such sale signs shall be removed within twenty-four (24) hours after the completion of the sale. A fixed fee per sign not removed within 24 hours following the completion of the sale will be established by the City Council and will be used to defray the cost of removal. Garage and craft sale signs shall identify the dates of the sale, name, address and telephone number of the sign owner. Construction signs identifying the parties involved in the construction to occur or occurring on the premises may be installed upon a construction site in any district, provided such sign does not exceed eighty (80) square feet in commercial, industrial and multi-family districts and six (6) square feet in single family residential districts. There shall not be more than one (1) temporary construction sign for each project or development, except that where a project or development abuts two (2) or more streets, additional such signs, one (1) oriented to each abutting street, shall be permitted. Temporary construction signs shall be located only upon the legally described parcel on the building permit. Temporary construction signs are exempt from the permit and fee requirements but shall be allowed only as accessory to an approved building permit for a project or development. Temporary construction signs may be erected and maintained for a period not to exceed sixty (60) days prior to the commencement of construction and shall be removed within fourteen (14) days of the issuance of the certificate of occupancy. Real Estate Signs: a) Temporary real estate signs may be erected for the purpose of selling, promoting or leasing a residential project of four (4) or more dwelling units or any non-residential project. Temporary real estate signs for the purpose of leasing, selling or promoting a residential project or any non-residential project are: 1) exempt from the permit and fee requirements but shall be allowed only as accessory to an approved subdivision plat or site plan; 2) limited to sixty-four square feet in area; 3) limited to one (1) such sign per street frontage upon which the property abuts, exclusive of directional signs; 4) to be removed when the project is one-hundred percent (t00%) completed, sold or leased; 5) not to be located within fifty (50 feet) of a pre-existing residence. b) 6) Lease signs are restricted to wail or window signs.
