Commissioner Hendriksen suggested that the 2.33 acre lot size be researched <br />as to whether or not it includes road right-of-way; it may be that the <br />Guyer's don't need a variance to the 2.5 acre minimum lot size. <br /> <br />The Commission indicated that it would be favorable to granting a variance <br />to lot size if the animal enclosure setback requirements were met. <br /> <br />Mr. Goodrich noted that the Commission would have to adopt a findings <br />order to grant a variance. <br /> <br />Mrs. Klingbeil - Inquired how the presence of the bears will impact <br />neighboring property values. <br /> <br />Chairman Zimmerman replied that the Commission has no appraisal expertise <br />and does not know how or if property values would be affected. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Hendriksen to <br />table any action regarding Mr. Guyer's request for a wild animal license <br />until such time as Mr. Guyer has submitted the necessary information <br />required by ordinance and outlined in Ms. Norris letter dated January 11, <br />1988. <br /> <br />Further Discussion: Commissioner Hendriksen stated that the Commission <br />should be willing to receive additional public comments once Mr. Guyer's <br />site plan has been submitted. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, <br />Howell and Hendriksen. Voting No: None. Absent: Commissioners Holm, <br />Terry and Shumway. <br /> <br />Request For Conditional Use Permit To Con~r~ct An Advertisi~E <br /> Sign; Case 0f~Breezy Outdoor. Inc.: <br /> <br />Chairman Zimmerman recalled a similar request in 1987 which Planning and <br />Zoning recommended denial of and City Council tabled until such time as the <br />Hwy. #10 Corridor Study is complete. Chairman Zimmerman explained that <br />the city has contracted a study on ways to improve development along Hwy. <br />#10 and it is not known if advertising signs will be permitted. <br /> <br />Jack Lawrance of Signcrafters Outdoor Display, Inc. was present and stated <br />that Breezy Outdoor would be contracting with his company to construct the <br />sign. Mr. Lawrance noted that under current Ramsey ordinances, the sign is <br />a permitted use on the subject site and the applicants were not informed of <br />any moratorium. <br /> <br />Mr. Goodrich replied that the City has not adopted a formal moratorium but <br />asking as a courtesy, that requests for advertising signs along Hwy. #10 be <br />tabled until the results of the study are known. Mr. Goodrich also noted <br />that according to ordinance, the sign would have to advertise what is on <br />the subject property or within 2500 feet of the subject property. <br /> <br />Polly Shovein of Breezy Outdoor and Jack Lawrance stated that advertising <br />what is within 2500 feet of the sign was not their intent but they can <br />comply with that condition. <br /> <br />Planning and Zoning Commission/February 2, 1988 <br /> <br />Page 3 of 6 <br /> <br /> <br />
