burning hospital waste in this community; the facility is being prop3sed as <br />a test site that has to be capable of handling a number of types of waste; <br />if it is a test site, Atlas should not care if the Commission sets a <br />schedule of maximum waste type and amounts to be burned; the facility <br />should be acknowledged as a test site and guaranteeing that by limiting <br />percentages in certain categories of waste types. Mr. Jack Ippel stated <br />that the Economic Development Commission recommended that the City Council <br />approve the conditional use permit with a 38 ton per day maximum and <br />limiting the number of incinerators. <br /> <br />Commissioners Holm and Shumway withdr~ their motion. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Terry to add the <br />following condition to the proposed conditional use permit: <br /> <br />That no more than three incinerators be operated at any one time in <br />the proposed facility. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Shumway, Holm and Terry. Voting No: None. Absent: Commissioner <br />}lowell. <br /> <br />Mr. Labat referred to Condition #6 and suggested refuse be required to be <br />packaged and liquids to be in tank trucks. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Holm to amend <br />Condition ~6 to require that all incoming refuse shall be prepackaged and <br />stored in the structure; all incoming bulk liquid shall be in tank trucks <br />and stored in the tank farm. <br /> <br />Motion carried. Voting Yes: Chairman Zimm~rman, Commissioners Hendriksenw <br />LaDue, Shut, ay, Holm and Terry. Voting No: None. Absent: Commissioner <br />Howel 1. <br /> <br />Mr. Labat referred to Condition #16 and stated that Atlas would be easier <br />to monitor following one set of rules, EPA's. <br /> <br />Commissioner Holm stated that his intention with Condition ~16 was to give <br />Ramsey the ability to enforce it's standards, should they ever be adopted. <br /> <br />Mr. Labat referred to Condition #17 and requested authorization to burn 20 <br />tons per day initially to cover what will be burned in the research and <br />deveto~nent unit and noted that January, 1991 is actually 2-1/2 years away <br />and Atlas had requested a two year initial burning period. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Hendriksen to <br />amend Condition ~17 to initially allow Atlas to burn 20 tons per 24 hour <br />period 7 days a week until July 1, 1990. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Holm, Shumway and Terry. Voting No: None.
