~Dtion by Conm~issioner Holm and seconded by Commissioner Shumway to add the <br />following condition to the proposed conditional use permit: <br /> <br />20. <br /> <br />The types and amount percentages of waste to be burned at the <br />site shall be in accordance with the following schedule on <br />a bi-annual basis: <br /> <br />10% Cardboard, floor sweepings, paper, wood <br />15% Wood scraps, industrial trash <br /> 5% P~fuse, garbage <br /> 5% Animal wastes, lab by-products <br /> 5% Pathological wastes <br />15% tars, paints, resins, solvents, sludges <br />15% Plastics, rubber, wood wastes <br />30% Hospital wastes including pathological and infectious <br /> <br />Further, that Atlas Incinerators, Inc. will not vary from the <br />above schedule by more than 30% for each waste type in a bi- <br />annual period. Additionally, Atlas Incinerators, Inc. will agree <br />to an annual review of the conditional use permit with the C~ty <br />of Ramsey. <br /> <br />Further Discussion: Val Carver stated that he has no problem with <br />providing the City with Atlas' catalog of burning. <br /> <br />~tion carried. Absent: Commissioner <br />Howel 1. <br /> <br />The Commission discussed whether or not to requirecopiesof all of Atlas' <br />~nitoring data. Mr. Labat pointed out that monitoring data is being <br />complied every minute, 365 days a year and involves a great deal of <br />paperwork and storage area. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Shumway to amend <br />Condition #20 to include the following statement: <br /> <br />Atlas will provide the City of Ramseywith copies of any documents, <br />inspections or reports generated by U.S. EPA, MPCA or any other <br />governing body or any other documents deemed necessary by the City <br />of Ramsey. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Holm, Shumway and Terry. Voting No: None. Absent: Commissioner <br />Howell. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Shumway to <br />recommend approval of Atlas Incinerators, Inc. 's request for a conditional <br />use permit, as amended. <br /> <br />Further Discussion: Commissioner Shumway inquired if any audience members <br />had suggestions for conditions of the conditional use permit.
