comply with the driveway side slope recommendations noted in the City
Engineer's report if the Council approves a gravel driveway rather than
bituminous.

The Commission discussed the acceptability of UPA's proposal to install a
gravel driveway and the type of screening to be required along the south
perimeter. It was the Commission's consensus that the south perimeter
screen of 12" to 18" pine, preferably spruce, would be acceptable.

Motion by Commissioner Hendriksen and seconded by Commissioner Terry to
recommend that the City Council approve the site plan submitted by UPA and
that the proposed development agreement be amended as follows:

a. Item #2 shall indicate that the south boundary of the site shall
be screened with 12" to 18" spruce;

b. Item #6 shall also indicate that the access road and parking area
shall be of gravel with side slopes of mo less than 4 to 1.

Motion carried.
Terry and LaDue.
and Holm.

Voting Yes:
Voting No:

Chairman Zimmerman, Commissioners Hendriksen,
None. Sironen, Assistant Anoka County Engineer and letter
dated September 30, 1988, from the City Engineer.

Mr. Hoeschen informed the Commission that Holiday has retained the services
of COmstock and Davis Engineering firm to resolve the matters of the septic
system, grading, drainage, and retention pond discussed in the engineer's
letter.

Mr. Hoeschen pointed out that their use of the site as laid out should not
interfere with the City's plan for a service road in the vicinity of the
site, which is proposed to follow along the south boundary of the railroad
tracks.

Mr. Hoeschen further informed the Commission that Holiday had applied to
the State for approval of a right-in/right-out access to the site from
Highway #10 even though the City Engineer has recommended that the access
be limited to right-in only.

After discussion, it was the Commission's consensus that the Highway #10
access should be limited to right-in only.

The Commission discussed setback requirements of Ordinance as discussed in
City Engineer's letter. Mr. Hoeschen indicated that it was Holiday's
interpretation of ordin, ance that the east line of the site was an interior
lot line and therefore only a 10 foot setback was required.
