Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Howell, Holm, Shumway and Terry. Voting No: None. <br /> <br />The Commission noted the following typographical errors in the proposed <br />findings of fact: Item #34 - 2nd line - development; Item #48 - 3rd line <br />- compacted; Item #49 - 2nd line - 4 to 6; <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Howell to amend <br />Item #57 of the proposed findings of fact to indicate that the quotation <br />noted in Item #57 is an opinion reached by the Metro Council in <br />delibermting whether the Elk River Landfill is a viable alternative) o <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />LaDue, Howell, Holm, Shumway and Terry. Voting No: None. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Terry to amend <br />Item #71 of the proposed findings of fact to indicate that proposed use <br />will not be unduly dangerous to persons residing or working in the <br />vicinity. <br /> <br />Further Discussion: Commissioner Hendriksen noted that there are FAA <br />regulations that state that the proposed use is inconsistent with airport <br />use because the landfill is a bird attractant and that can be dangerous to <br />air traffic. <br /> <br />Motion failed. Voting Yes: Chairman Zimmerman, Commissioners Shumway and <br />Terry. Voting No: Commissioners Hendriksen, Holm and LaDue. Abstain: <br />Commissioner Howell. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Holm to <br />amend Item #71 of the proposed findings of fact to indicate that the <br />proposed use may be unduly dangerous. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners <br />Hendriksen, LaDue, Shumway and Terry. Voting No: Commissioner Holm. <br />Abstain: Commissioner Howell. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Terry to amend <br />Item #72 of the proposed findings of fact to indicate that the proposed use <br />will substantially adversely impair use, enjoyment or market value of <br />surrounding property. <br /> <br />Further Discussion: Commissioner Holm stated that it is relatively common <br />knowledge that there is a market value problem and in order to quiet the <br />vocal, WMMI has agreed to purchase the properties. Mr. Otter noted that <br />at the public hearings, residents stated they felt their property values <br />would increase if a ski hill were developed.
