Councilmember Cox feels that the City should retain the property
and that it would be in Mr. Lemke's best interest not to have
his recreational facility situated on city property. The City
is going to have to increase their police force anyway as the
population increases. Councilmember Cox suggested that Park and
Recreation Commission review this proposed project.

Mayor Gamec stated that the RYAA is in favor of the project.

Mr. Schnelle commented that Mr. Lemke needs to know where he
stands before investing any more time or money and does the City
want to sell the portion of land he needs or rent it?

Mayor Gamec - To make an investment of this size worthwhile to
Mr. Lemke, he would need a 40-50 year lease contract. Does the
City want to tie up this land for that long a period of time?

Councilmember Sorteberg feels what Council needs to see is a
concrete proposal from Mr. Lemke. There are a lot of questions
to be answered.

Mayor Gamec inquired as to Mr. Raudio's feelings on the project,
as he owns the adjacent property.

Councilmember Cox heard from Darryl Fults that Mr. Raudio is in
favor of the project, but that we should really have something
from Mr. Raudio in writing.

Mr. Schnelle advises Mr. Lemke to prepare a proposal, in writing,
with exactly what he is proposing, for Council to review before
progressing on to the next step which would be Planning and
Zoning Commission.

Councilmember Cox stated that basically there is no problem
as far as Council is concerned as long as the ballroom itself
is located on other than City property.

Council recessed at 9:22 P.M.

Mayor Gamec called the meeting back to order at 9:47 P.M.

Case #6 Approving of Joint Law Enforcement Council Agreement
Which Includes the City of Ramse¥:

Motion by Councilmember Van Wagner and seconded by Councilmember
Reimann to authorize the City of Ramsey to accomplish the
following:

To authorize the Mayor to sign the Joint Law Enforcement
Council Agreement for the City of Ramsey.

To appoint Mayor Gamec to serve on the Joint Law
Enforcement Council in addition to the Chief of Police.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cox,
Sorteberg, Reimann and Van Wagner. Voting No: None.

C/February 22, 1982
Page 10
