COUNCIL RETURNED TO OLD BUSINESS.

COUNCIL OLD BUSINESS:

Case #2: Mr. Dennis Donovan and Mr. Bob Peterson - Req.uest To Address The City

Council:

Mr. Peterson expressed to the Council the great need in Ramsey for better
facilities for the youth as far as football, softball and soccer fields.
Mr. ?eterson polled the Council for their feelings as far as improving the
facilities for youth in this City is concerned.

Councilmember Van Wagner stated that she is in favor of improving youth services.

Councilmember Cox feels that it is the responsiblity of the people and it can
be accomplished in a manner that people can afford. He stated that the
youth services are needed, most are happy to cooperate, but that they have
to survive while doing it.

Councilmember Sorteberg stated he is in favor of youth services, but it has to
be exactly laid out what is needed and how much it is going to cost.

Councilmember Cox feels that the Community School Program should be able to
contribute more dollars to the improvement of facilities. He also stated that
in order for it to be a community project, it should be conduced within the
community.

Mr. Donovan read the following statement to the Council:

I. Philosophy

The image a community creates can partially be generated through its
public facilities. These facilities can generate a progressive,
efficient and attractive City; or lack of well-designed and maintained
facilities can generate a community offering little or no incentive to
live and work in.

Bo

Ramsey's total park system is also characterized by a lack of orientation
towards large, active-use areas, but is oriented towards nature areas and
a few neighborhood playgrounds. The area of most concern is for facilities
for young adult recreation programs and family activities. Athletic
areas and multiple use neighborhood parks then should take the highest
priority in Ramsey's park development.

II. Present Status

A. Ramsey currently has:

1. Five ballfields with no 90' baseball fields
2. No soccer fields
3. No football fields
4. No lighted facilities for fall sports
5. Two hockey rinks
6. Two tennis courts

C/May 25, 1982
Page 6
