The existing fields do not allow for much practice time because they
are already heavily scheduled for games. The RYAA is very dependent
upon Anoka for facilities. Last year a field at Wilson was a home
field for Ramsey teams. There might be the possibility at some time in
the future of user charges being assessed for Ramsey teams. Elk River
is already doing this for their summer soccer program.

III. Options

A. Riverfront park consisting of 64 acres in the southeast corner of the
City

1. Status unknown

B. Ramsey School

1. City investment on school property
2. Little room left for expansion
3. Any other development and expense would only partially meet the
needs
4. Facility as is would provide extra space needed for practices and
some games

C. Titterud Park

1. Currently a neighborhood park
2. No room left for expansion

D. Additional land acquisitions

E. Landfill

1. Present lease expires?
2. Constant settling of land will greatly limit development
3. Future development would be too distant to satisfy current demands

F. Federal Cartridge property

1. This is the best option available as far as the Park Board is
concerned.

Councilmember Cox stated that whatever needs to be done to get some facilities
started on the Federal Cartridge land, should be done.

Mr. Schnelle stated that amendment to City Budget is coming up and that Park
Board whould come up with some dollar figure that would be required to get
started.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to direct
City Staff to immediately check out status of park land to be donated by
Federal Cartridge and further that the City Engineer prepare a report regarding
a road in the proposed park and parking facilities.

Motion carried. Voting Yes: Councilmembers Sorteberg, Cox, Reimann and
Van Wagner. Voting No: None. Absent: Mayor Gamec.

C/May 25, 1982
Page 7
