Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Resolution #82-73 directing City Staff issue a letter to the School District
requesting a review of Ramsey's opportunity for assistance in improving play-
ground and other youth activity facilities in Ramsey. (Please refer to resolution
file for Resolution #82-73).
Further Discussion: Councilmember Van Wagner's feeling's are that the School
District will think Ramsey is nuts. Councilmember Cox answered that Ramsey
does not get it's fair share of tax monies back and that Ramsey deserves an
answer as to where our tax monies are being spent. They know what our needs
are and we should get our fair share without crying for it. We have the land,
we have the need and we are paying the taxes and they have the money.

Motion carried. Voting Yes: Councilmembers Sorteberg, Cox and Reimann.
Voting no Councilmember Van Wagner. Members Absent: Mayor Gamec.

Mr. Glen Semanko 6311 169th Lane NW - In regards to the resolution you just
passed, the School Board is not in the business of funding park land. I do
not see why the School District should be responsible for building our parks.
I am embarrassed at the parks in Ramsey. Why doesn't the City go with a
Bond issue again and this time better educate the residents as to how much
it will cost them personally as far as how much their taxes will increase.
We have been riding Anoka's coat tails for the l~st 15 years and now is the
time to act.

Council recessed at 9:26 P.M.

Council was called back to order at 9:50 P.M.

Case #3: Mr. Marc Hadley - Request To Address The City Council:

Mr. Hadley reviewed the 1981 Annual Report for Ramsey Community School Program
with the Council.

Case #4: Acquisition Of Additional Land Adjacent To City Hall:

Mr. Berg reviewed his letter of April 13, 1982 to Councilmembers Reimann and
Sorteberg regarding property acquisition adjacent to City Hall.

Case #5: Zoning Violation Regarding Unlicensed Vehicles:

Mr. Schnelle informed Council of complaints from citizens regarding junk cars
being parked on properties. City ordinance is adequate but City seems
reluctant to act on these violators.

Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner to
direct City Staff to enforce 170.014B of the City Code in regards to unlicensed
vehicles to the fullest extent.

Motion carried. Voting Yes: Councilmembers Sorteberg, Cox, Reimann and
Van Wagner. Voting No: None. Absent: Mayor Gamec.

Case #6: Status Of Non-Conforming Use Survey:

Lloyd Schnelle stated that people who operate a business in a residential
area really get a tax break. The citizen in the commercial area pays considera-
bly more taxes. The tax structure is unfair. We have grandfathered businesses

C/May 25, 1982
Page 8
