Case #5: Game Fair (Trap Shooting), September 3, 4, 5 and 6, 1982, Request
For; Case Of Armstrong Kennels:

Mr. & Mrs. Delaney were present at the meeting and verbally expressed their
request for a variance from the Gun Ordinance in order to hold a trap shooting
event at Armstrong Kennels.

Councilmember Cox stated that he is in favor of the event and is very pleased
that the Delaney's have taken the initiative to start such a community event.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to grant
any variances necessary, in keeping with recommendations of Police Chief,
to allow for this Game Fair event being initiated by Mr. & Mrs. Delaney.

Further Discussion: Councilmember Reimann inquired as to how much noise will
be generated by this trap shooting tournament. Mr. Delaney replied that only
one trap will be in operation, therefore only two people can shoot at one time,
that all shots will be fired towards the West (General Mills property), and
that the only buildings within the distance stated in the Gun Ordinance are
his own buildings. Councilmember Cox requested Mr. Sandin to give the Game
Fair Event some publicity in the Anoka County Union. Mr. Schnelle stated
that after looking further into City statutes, it seems that a variance
procedure would not be necessary in Mr. Delaney's case because the Game Fair
affects only the property of Mr. Delaney.

Motion carried.
