Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox and
Van Wagner. Voting No: None. Absent: Councilmember Reimann.

Council then resumed Council Old Business, Case #3.

Case #3: Ramsey Commons Subdivision, Request For Variance On Frontages. Road:

Mr. Del Sk~im was present at the meeting and stated that it would be impossible
for him to get financing for Ramsey Commons without first obtaining two (2)
accesses onto County Rd. #5. He went on to say that he has donated some
$30,000 worth of land to the City of Ramsey and is requesting that the City
take this into consideration and grant him a variance for two accesses onto
County Rd. #5. He further stated putting in a service road is totally out of
the question because it would make lots 2 and 3 unuseable. Also, one access
with a fanning out effect to service lots 1 and 4 is prohibited by the drastic
contour of the land. If a traffic problem does arise because of two accesses,
why can't the City go with a right turn in and right turn out.

Mr. Phillip Kerssen - 14765 Nowthen Blvd. - Mr. Kerssen stated that the City
should grant the variance in order that the land can be developed and there-
fore bring in more tax dollars to the City.

Mayor Gamec stated that the City is really trying to stay with one access onto
main thoroughfares for safety reasons.

Councilmember Van Wagner read out lot from City Code that "in instances where
a plat is adjacent to a major thoroughfare, access will not be allowed from
individual parcels" and further commented that what Mr. Skeim is requesting is
not from individual parcels, but rather from each two parcels.

Mr. Phillip Kerssen stated that if he had sold the property two acres at a
time, instead of 4 acres at once, the City would have had to allow an access
to each two acre parcel.

Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to
adopt Resolution #82-104 approving variance to Ramsey Commons Subdivision
for access to County Road ~5. (Please refer to resolution file for Resolution
#82-104).

Mayor Gamec called for a roll call vote.

Councilmember Sorteberg: Aye
Councilmember Cox: Aye
Councilmember Van Wagner: Aye
Mayor Gamec: Aye
Councilmember Reimann: Absent

Motion carried.

Case #4: Conditional Use Permit To Operate Rental Business, Request For; Case
Of Mr. Jim Gilbertson:

Council tabled this case as Mr. Gilbertson was not present.

C/July 27, 1982
Page 9
