b) Landfill Study Done By City Staff: <br /> <br />Refer to Paragraph 9 of this page4 <br /> <br />Letter from Bob Hutchison of Anoka County to Minnesota <br />Pollution Control Agency dated November 9, 1982~ <br /> <br />Councilmember Van Wagner stated that she interprets this letter <br />to mean that the County has requested an enlargement of the <br />landfill. <br /> <br />Marilyn Gallagher stated that Mr. Hutchison has the final contour <br />design. She stated that there are three problems: bonding, <br />it is in moratorium and it must be approved by Metro Council. <br />She further stated that public comments must be submitted by <br />November 30. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember <br />Cox to direct City Attorney to investigate the situation and <br />if the County's request is an enlargement of the present <br />facility, the City Attorney should voice Ramsey's disapproval <br />and review the legal aspects of this matter. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cox, <br />Sorteberg, Reimann and Van Wagner. Voting No: None. <br /> <br />Mayor Gamec also requested that City Attorney find out if the <br />overall plan for the South 80 has been adopted by Anoka County, <br />City of Anoka and City of Ramsey. <br /> <br />b) Landfill Study Done By City Staff: <br /> <br />Mayor Gamec stated that he and Councilmember Cox met with City <br />Attorney to discuss ownership problems. Mayor Gamec stated <br />that they then met with Mr. Blomquist, Mayor of Anoka, and Mr. <br />Dulgard, Anoka City Manager and they stated that they will enter <br />into a 50/50 agreement with Ramsey. Mayor Gamec stated that <br />Ramsey should be the owner and have full control of the landfill - <br />that the maximum for City of Anoka should be from 25% to 35%. <br />He stated that Anoka is looking strictly at obtaining revenues <br />from the landfill and nothing else. Mr. Gamec suggested that <br />Ramsey go through with the law suit. <br /> <br />Council consensus is to proceed with necessary legal action <br />regarding the landfill. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember <br />Cox to authorize City Attorney to proceed with law suit, to <br />obtain title to the South 80 of the existing landfill, and any <br />other legal measures deemed necessary by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cox, <br />Sorteberg, Reimann and Van Wagner. Voting No: None. <br /> <br />Mayor Gamec mentioned that he had a meeting with Gene Walters <br />to discuss energy problems, Basically, they discussed possibility <br />of obtaining grant monies to be used to harness methane gas at <br /> <br />C/November 23, 1982 <br />Page 16 of'21 <br /> <br /> <br />
