Motion by Councilmember Kuzma, seconded by Councilmember Riley, to adopt Resolution <br />#15-07-167 Adopting Findings of Fact #0947 Relating to a Request From Dunmarks & Sons <br />Auto Sales, LLC to Conduct Motor Vehicle Sales in the B-2 Highway Business District at the <br />Property Located at 6650 Highway 10 NW and to adopt Resolution #15-07-168 Approving a <br />Conditional Use Permit for Dunmarks & Sons Auto Sales, LLC to Conduct Motor Vehicle Sales <br />in the B-2 Highway Business District at the Property Located at 6650 Highway 10 NW and <br />Declaring Terms the Same. <br />Further discussion: Acting Mayor LeTourneau confirmed that the applicant has been informed of <br />the possible changes to Highway 10. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Kuzma, Riley, <br />Johns, Shryock, and Williams. Voting No: None. Absent: Mayor Strommen. <br />7.03: Introduce Ordinance #15-13 Amending Ordinance #15-04 Massage Businesses and <br />Services by Deleting the Insurance Requirements <br />Police Chief Katers reviewed the staff report and recommendation to introduce Ordinance #15- <br />13 amending Ordinance #15-04 Massage Businesses and services by deleting the insurance <br />requirements. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to introduce an <br />Ordinance Amending Ordinance #15-04 and Chapter 26 of the Ramsey City Code — Licenses, <br />Permits and Miscellaneous Business Regulations — by Deleting Section 26-859 (e) of the <br />Ramsey City Code. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Riley, Kuzma, <br />Johns, Riley, Shryock, and Williams. Voting No: None. Absent: Mayor Strommen. <br />Councilmember Kuzma asked for an update on the impact of the Ordinance. <br />Police Chief Katers provided an update on the activity following the adoption of the Ordinance. <br />He noted that he has received some complaints but no more than occurred prior to the Ordinance. <br />He advised that the Ordinance does provide additional enforcement ability. <br />7.04: Review Comparison Document of The COR Development Plan and Original <br />Ramsey Town Center Master Plan Prepared by the Planning Commission <br />Community Development Director Gladhill reviewed the staff report noting that the purpose for <br />tonight is to ensure that the format, general content and layout match that desired through the <br />Council and expressed at the last joint meeting. He advised that the Planning Commission will <br />be reviewing this at depth during their August meeting and noted that the other Boards and <br />Commissions would also be reviewing the information to provide input. <br />Councilmember Riley stated that he is less interested in where the City has been and more <br />interested in the direction the City would like to go. <br />City Council / July 28, 2015 <br />Page 5 of 8 <br />
