Wally: Communities are not taking steps to solve their problems. Metro Council was formed to help this situation. Possibly ten acres on a County basis would be better. Cox: The County is working hard on a trail system. We should all be thinking about these things. Cox: Suggested we might need a moratorium. Bill Nelson: Asked Bill Hawkins, attorney, to comment on a mora- torium. He said in essens the law in Minnesota is very unclear in this area. Mr. Hawkins said the M~rshal Township moratorium has been appealed. He said any community must have a very good reason for a moratorium. Knutson: If they went along with a ten acre acreage they would find the people will move into Isanti County with only half the assessed valuation they had in Oak Grove Township. People are now moving from Ramsey into Elk River Township. Large lots are not the answer. Take a good look at this 20 acres before you adopt it. When they platted in 1969 they planned with the County on Hy. #47 and County Road ~9 and asked them if they were con- sidering going to a 120 foot road. County said no and said there was no need for it. Midwest laid out the proposed County roads. Now the County made No. 9 120 feet and #22 120 feet. County did all this without even a meeting with Oak Grove. He recommended #22 be a State highway from Elk River to Wyoming. New road being built by the County on the east side of Lake George is a 100 foot road. The Township should have been contacted showing where the road would come in and go out. Rither: Recording in the Court House was not done according to their plat. In Grow Township they have asked the County to en- force their ordinance. We should all send a combined motion re- quiring the County to follow their regulations. He would like the Boards to make a regulation regarding this matter. Hutchinson: County is not prepared to enforce our ordinances. Ask the County to not record any division of land unless there is evidence that the local government has recommended it. With- out such permission the County~could not record it. Minder: Suggested education of the residents on division of land and a joint resolution on the basis of evidence that platting has occurred and been recorded when it should not have been re- corded. Knutson: Some people get building permits on 5 acres of more. V~en they come to the Court House they try to record only an acre, which is against their ordinance and the County will rea cord it. He feels this should be acted on at the individual Board meetings.
